Administrative Officer

The Second Trade Development Facility (TDF-2) is a multi-donor program financed by Australia, the European Union, Germany, Ireland and the World Bank focusing on improving trade and private sector development in Lao PDR. The development objective of the TDF-2, which is implemented by The National Implementation Unit (NIU) within the Foreign Aid Division of the Ministry of Industry and Commerce (MoIC), is to support the implementation of government’s trade and integration priorities outlined in the 2012 Diagnostic Trade Integration Study (DTIS) Roadmap, and in particular to contribute to improved competitiveness and diversification, focusing outside the natural resource sectors.

The objective of the assignment for the Project Administrator is to provide overall administrative support to Department of Import and Export (DIMEX), Ministry of Industry and Commerce in supporting and enhancing the operation of the Trade Facilitation under DIMEX implementing Department of the TDF-2.

Qualification and experience requirements:

  • University degree (Bachelor or equivalent) in business administration or management, economics, and related discipline;
  • At least 2 years of relevant work experience in an administrative capacity;
  • Familiarity with government and foreign aid project operations and Trade development Facility (TDF/Ministry of Industry and Commerce) procedures and technical cooperation projects would be asset.
  • Proven knowledge of office procedures and office equipment;
  • Effective written/verbal communication skills (in English);
  • Good administrative, interpersonal and team building skills;
  • Ability to maintain self-control and complete tasks with frequent interruptions;
  • Demonstrated capacity to take initiative and to be accountable for results;
  • Computer literate (MS Office, Excel)

The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In order to apply for the position, the candidates shall request the Application Form from the NIU, which can be sent via e-mail.
