The General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China has notified the Requirement to use the Certificate for the Export of Food of the People’s Republic of China No. [2016] 327, dated 25 April 2016 through the Lao Embassy in Beijing, People’s Republic of China.
According to Article 92 (CAC) on Forms and Instruction on General Certificates of the Law on Food Safety of the People’s Republic of China states that “The import of food is required to pass food quality, inspection and quarantine. It has to follow the rules of certificate for the export of food and complete documents from relevant sectors. Entrepreneurs who aim to export food is required to have the food inspected from relevant sectors regarding quality, quarantine and certificate for export of food. In addition, it also requires to submit a copy of the documents and the certificate in consistence with laws and standards for the export of food as indicated by the People’s Republic of China”.
The Lao People’s Democratic Republic and the People’s Republic of China have agreed to use the Certificate according to the Law on the Management of Quality and Quarantine of Food of China which validates until 1 October 2017. The export of frozen food or fresh food e.g. cake, baked food, food ingredient, food, alcohol, dessert, fruit cans, and other types of food to the People’s Republic of China requires to attach the Certificate for the Export of food to the People’s Republic of China which certified by relevant agencies of the Lao PDR and it has to be approved from the Department of Phytosanitary of the People’s Republic of China prior to the export.
This measure has been officially implemented on 20 April 2016. During the transition until 01 October 2017, food products for export to the People’s Republic to China without approval from the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China will not be allow to import or transit to the country.
