Overview

            Turkey has provided Generalized System of Preferences (GSP) to developing countries and least developed countries since 1959 and their GSP has been revised in order to link with EU GSP system. On 01 January 2002 Turkey’s GSP had been reform and be able combined for the same as EU GSP system.

             Lao PDR is one of least developed countries that obtained benefit from Turkey’s GSP. For detail click here

GSP scheme

            Turkey provides GSP to Developing Countries and Least Developed Countries based on ranking of the World Bank.

All industry products and some of agricultural goods that mention in the GSP list of EU are obtaining GSP from Turkey.

            LDCs received GSP by obtaining tariff reduction and unlimited quota free. For industry goods under chapter 25 to 97 (Except chapter 93: Weapon) and some agricultural goods which determine between Turkey and EU.

Rule of Origin (ROO)

            In order to qualify Turkey’s GSP, products have to be on the list of preferential and also must to meet the origin criteria following:

1.      Wholly obtained or Produced (WO) basically are agricultural products (plants, animals), agriculture processing products, minerals etc.

2.       Goods produced from import raw materials (non-origin of raw materials), the value should not exceed 10% of export value.

Cumulation

            Turkey allows exporting countries to use imported raw materials for cumulation proposes as following:

·         Bilateral Cumulation

·         Regional Cumulation . For example:  ASEAN Member States

Limitation

            GSP will be waived for 2 cases: 1) Goods that not in purpose of commerce and not exceed 500 £; and 2) Goods from travelers that not exceed 1,200 £.

Goods export below 6,000 £, exporters can issue Invoice Declaration instead of from A.

Supporting documentation

The certificate of origin From A can be acquired from the Department of Import and Export, or the Provincial Departments of Industry and Commerce and the Authority on Special and Specific Economic Zone. Documents required for the application are:

1). Application;
2). Form A with fill-in data;
3). Invoice and Packing List;
4). Detailed Customs Declaration;
5). Bill of Ladding;
6). Bill of purchase (In case of buying)
7). Cost statment or processing flowchart (in case of imported raw material). 

Transport requirements

Normally for the preference to be granted the requirement for direct transport from beneficiary countries to Turkey has to be fulfilled. In case of face difficulties of geographical, goods can be transport through third country but have to be under customs supervision.
