Subject:   Management and export of non-agricultural forestry products and charcoal woods

-    Pursuant to a report of Deputy Minister of Agriculture and Forestry to the meeting of Prime Minister – Deputy Prime Ministers dated 29 August 2016.

Prime Minister’s Office has an honor to inform you that:

1.Non-agricultural forestry products

1.1.   As for forestry products that are food, seasonally grown and daily used by people they can be extracted seasonally and exported. Those products include mushroom, grub, Averrhoacarambola Linn, honey, nuts, reed, bamboo, tea leaf, annonaceae, resin, cinnamon, malva nut. Local authorities are assigned to oversee that.

1.2.   As for forestry products that are permitted to export are those that cannot be processed domestically, such as the types stated in section 1.1. above, and that are not listed on section I and II of Prime Minister Decree No. 155/PM dated 30 September 2003 on natural resources for medicine, but shall have annual plan and approval for extraction and export.

1.3.   As for forestry products that can be processed domestically they will be encouraged to process and prohibited to exports as raw materials, such as, sugar palm tree, rattan, cosciniumspp, and forestry products that are foods and medical plant as stated in section I and II of Prime Minister Decree No. 155/PM dated 30 September 2003 including bee pollenare prohibited for export.

2.Charcoal woods

-   Ministry of Agriculture and Forestry is assigned to study in more detail in order to issue regulations and mechanism to manage the wood extraction for energy and producing charcoal (including black and white charcoal) according to regulation, to ensure consistent practice across the country, as below:

o   Black charcoal all types are prohibited for export (due to the absence of proper allocation, raw material control, integrated production, or production unit in line with regulations).

o   White charcoal produced from Cratoxylum sp.is allowed for production and export (as Cratoxylum sp.grows quickly, is in abundance and previously have been supported and managed by the government); however, a quota should be used for extraction approval from the government.  At the same time, business operators or any producer or exporter of white charcoal shall be legally established and registered and must possess a plan for Cratoxylum sp. plantation and recovery for the villagers.

3.Planted trees

o   As for Waste of planted woods such as Auilaris Sp., eucalyptus, and acacia obtained from the planted areas that are cut into small pieces or crushed; sheet and round wood having diameter no more than 12 center meter are permitted for export.

o   As for planted woods that are traditional woods such as Ptesocarpuspedatus, Dalbergiacultrata, Afzeliaxylocarpa including teak wood shall be processed prior to export.

4.Bamboo

o   Bamboo and bamboo products are permitted for export but they shall be semi-finished and finished goods as stated on the list permitted for export by Ministry of Industry and Commerce.
