Guideline on
List of Exported Wood Products (Revise)
- Pursuant to the Order of Prime Minister No. 15/PM dated 13 May 2016 on Strengthening Strictness of Timber Harvest Management and Inspection, Timber Transport and Business.
- Pursuant to the Decision of Minister on the Organization and Implementation of Department of Industry and Handicraft No.1151/MOIC, dated 31 August 2016.
- Pursuant to the Prime Minister Office No.2035/PM, dated 21 December 2017 on the revision the Decision No.1833/MoIC, dated 03 October 2016 on List of Exported Wood Products.
- Pursuant to the Decision of Minister of Industry and Handicraft No.0002/MoIC.DIH, dated 03 January 2018 on List of Exported Wood Products.
To contribute to the growth and performance in order of Prime Minister No. 15 /PM, dated 13 May 2016 and the decision of the Minister of Industry and Commerce No.0002/MOIC.DIH, dated January 03, 2018 to be successful, contributing to manage and protect forests to sustain and strengthen sector wood industrial processing to advance to the stage of development.
The Director general of department of Industry and handicraft issues the guideline:
List of exported wood products includes the names of both Lao and English titles, product codes (heading and code), types and size, as specified by the Minister of Industry and Commerce's Decision No. 0002 / MOIC.DIH, dated January 3, 2018, as follows:
- Appendix No.01: List of "natural wood" products for export.
- Appendix No.02: List of "plantation wood" products for export.
- Appendix No.03: List of ”Bamboo and Cottons” Products for export.
I. List of "natural wood" products for export.
List of "natural wood" products for export are wood products as stimulated in Appendix 01, consisting of 08 items or categories, each of which consists of several types and patterns, which determine the size of thickness, width and length of the specifications.
1. Wooden Briquettes and Pellets
The sawdust products consist of 02 kinds: briquettes and pellets. These products are made of sawdust, waste and broken woods from wood processing factory, combined with glue and compression. Sawdust, wood scrap, and wood splitting must come from a wood processing factory, which does not allow the use of wood from other natural or other sources.
2. Wooden Charcoal
Wooden charcoal consists of 02 kinds: white charcoal and sawdust charcoal, or granules of sawdust, with the following details:
2.1 White charcoal means the charcoal from Cratoxylum formosum (Mai tew) that is harvested from a plantation or recovery forested area that allows for harvesting according to relevant regulations.
2.2 sawdust charcoal or granules of sawdust is charcoal products, which bring in sawdust, then burn or produce as charcoal (as mentioned on item 1 above).
3. Wooden parquet, interior flooring
Wooden parquet and interior flooring consist of 04 types: Wooden parquet; Interior flooring; Wall and ceilings panel and Finger joint wood, which determine the size of a thickness, width and length.
These products are wood products that have specific size through a process of baking, cutting, incubating four-sided, sanding, gluing to flooring, grooving or not grooving, colouring or not colouring, some of which will run grooving smoothly.
3.1 Wooden parquets consist of 03 types: Solid parquet, FJL parquet and Mosaic parquet.
3.2 Wooden flooring consists of 05 types: OPC flooring, UNI flooring, FJL flooring, Engineer flooring and Ducking tile.
3.3 Wall and ceiling panel consist of 04 types: V-Celling Panel, FJL ceiling panel, Engineering panel, and Logged panel.
3.4 Finger joint wood are wooden products that use short, small pieces of wood to be joined and glued together as long joined finger with some flowing require.
- Some of these products have more explanations as follows:
- FJL flooring are used short , small pieces of wood to be connected to longitudinal glue, through process of producing, such as baking, cutting, spinning, gluing into a single line and compact size is require, incubating four-sided, sanding, grooving or not grooving, colouring or not colouring.
- Engineer flooring is to use wooden board glue together with 2 or layers and compress with pressure machine, the top is wood quality and beauty attached, through process of producing such as baking, sawing, cutting, spinning or not spinning and compress size is require, incubating four-sided , sanding, grooving or not grooving, colouring or not colouring.
- Wall and ceiling panel is wooden products, through process of producing such as baking, sawing, cutting, incubating four-sided, sanding, grooving or not grooving and, colouring or not colouring.
- Finger joint wood is used sort and small pieces of wood to be joint and glued together as a long joint finger, through process of producing, such as baking, cutting, spinning, gluing into a single line, incubating four-sided, sanding, grooving, or not grooving, colouring or not colouring.
4. Plywood.
Plywood consists of 07 types: Particle board; MDF board; Fibre board; Plywood from veneer; Block board; Laminated board/ FJL board; and Laminated board for table top, which has a thickness, width and length. The raw materials used are plantation wood and natural wood (must be used only timber control category1, 2 and 3).
4.1 Particle board is wood products from sawdust or mixed crabbing with glue, then compress with high pressure machine, heat-resistant coating machine to keep the saw blades and stitches in solid form for future use.
4.2 MDF board is wood products that use control wood species of 1.2.3 or plantation (Eucalyptus, acacia mangium, acacia auriculiformis rubber tree), or wood waste from wood processing factory, then together with glue and compress with high pressure machine, heat-resistant coating machine to solidify for future use.
4.3 Plywood from veneer is wooden products that bring veneer or slicing board to a layer with a single molding machine or may be used veneer on the front or back side, the center may use sawdust or other.
4.4 Laminated board or FJL board and laminated board for table top are wooden products that used a single line wood (width not exceeding 15 cm) or sort and small pieces of wood to joint together with glue, compress with high pressure machine and turn it to a board through a process of producing such as baking, slicing, cutting, compressing, incubating four-sized and sanding.
5. Wooden handle products
Wooden handle products consist of several types and shapes such as wooden frames for painting, photographs, mirrors, packing cases, boxes, similar packing, wood cable drums, box pallets, tool, tool handles and so on. The raw materials used are plantation and natural wood (timber control category1, 2 and 3).
6. Builder’s joinery and carpentry of wood.
Builder’s joinery and carpentry of wood consist of 09 types: window sets, door sets, wooden shingles, wooden fence, assemble flooring panel for mosaic floor, multilayer scantlings, mounded timber products, staircases and round balustrade, which determine the indicated size, thickness, width and length.
Builder’s joinery and carpentry of wood must be ready-to-use, knock-down products that are convenient to transport, but must be packaged in a series or set such as a set of windows, a set of doors and so on (not allowed to be exported as a single piece
6.1 finished a set of windows and doors are wood products made of single-threaded wood or laminate through process of producing such as baking, incubating four-sized, running shades, shaft-shaped cutters, head sets, and mother-sockets that can be assembled.
- Exports can be exported only for door and window frames, windows or doors and windows
6.2 wooden shingles and fence are wood products through process of producing such as baking, cutting, incubating, roasting, or not rotating to make the desired shape and must be used timber control category 1, 2 and 3
6.3 Assemble flooring panel for mosaic floor is used wood board, small and sort pieces of wood together with glue and compress with high pressure machine through a process of producing, such as baking, cutting, incubating to make a desired shape, colouring, or not colouring, but must be used timber control category 1, 2 and 3
6.4 Multilayer scantling is brought together with wood board gluing , compress with high pressure machine through process of producing, such as baking, slicing, cutting, sanding, in accordance with the indicated size, colouring or not colouring, and must be used with timber control category 1, 2 and 3.
6.5 Mounded timber products are wood products that are produced through processing stages such as baking, incubating, sanding, grooving or not grooving, colouring or not colouring with a thickness of less than or equal to 3 cm, width less than or equal to 12 cm and unlimited length.
6.6 Horizontal stair board and Vertical stair board are wooden products that are produced through processing stages such as baking, incubating, cutting, sanding in accordance with the indicated size.
6.7 Mounded timber products are wooden products that are rounded and square in size.
- Round balustrade is a wood product through a process of producing, such as baking, cutting, drilling and sanding, the diameter must be less than or equal to 12 cm and the height of not exceeding 120 cm.
- Square balustrade is a wooden product through a process of processing, such as baking, cutting, drilling and sanding, thickness and width and length less than or equal to 12 cm, 12 cm and 120 cm respectively.
7 Other article of wood
Other article of wood consists of many types and shapes, such as table ware and kitchen ware of wood, wooden handicraft and carving products, carving boards and other.
- Cutting board consists of 3 types or shapes such as square cutting board, round cutting board and rectangular cutting board through process of producing, such as sawing, incubating four sized, cutting in accordance with the indicated size (Squared/ rectangular side "≤5x≤30x≤50", "rounded side" ≤ 30, thickness ≤5 and diameter ≤ 5x≤30x≤ 30) cm.
- Wooden handicraft and carving products, carving boards such as status, animal figures, flowerpots and etc., through process of producing, such as carving more than or equal 90% of wood weighing less than or equal to 20 kilograms.
- Wooden chipboard carving is a single piece of wood through process of producing, such as saws or slices, cuts, carving in various forms, then sanding and colouring. Wood carving must have a thickness, width and length of less than or equal to 5x30x200 cm, need to pass through - carving more than 90% or more. In case of needing a carving of wood with a width and length beyond the size of the above, it is possible to use multiple sticks together.
- Wooden pen and pencils are wood chipboard and wood products with heading and sub-heading (44.08 "4408.90.00; 4408.90.90 & 4408.39" through process of processing, such as sawing, cutting, etc.), in accordance with the indicated size and shape, such as a rectangular cutting, grooving or not grooving, must have a thickness, width and length less than or equal to 1x8x20 cm.
8. Wooden Furniture - Wooden furniture is finished wood products consist of many types and shapes that can be used, separated or Knock-down. These wood products can be exported into parts, but must be packed into units through process of producing, such as: Saws or slices, cuts, incubate smoothly, sanding, drilled and colour or not colour, depending on the pattern of each wood product, such as tables, chairs, cabinets, beds, and so on. In this case, it is not allowed to be exported to a single piece: the sole leg of table, the sole leg of chair, and so on. Wood used for timber must be plantation and timber control category 1, 2 and 3, so it is allowed to be exported.
- Wooden round table from natural timber must have a diameter smaller than or equal to 120 cm, thickness less than or equal to 5 cm.
- Do not allow wood furniture to be exported using large pieces of wood and prohibit export of large, single-piece wood furniture (furniture allowed to export details such as sticky pictures).
II. List of "plantation wood" products for export.
List of "plantation wood" products for export (Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree) are wood products as stimulated in Appendix 02, consisting of 07 items or categories, each of which consists of several types and patterns, in accordance with the indicated size, thickness, width and length of the specifications.
Wooden charcoal consists of 01 type:
1.1. The charcoal of all sizes is charcoal products which processed from plantation, such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that have been registered in the plantation and are only allowed to be harvested from the relevant ministry.
- Split, poles, piles, pickets, stakes of wood and sawn wood
2.1. Split, poles, piles, pickets, stakes of wood are products from plantation such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that must have diameter less than or equal 12 cm.
2.2. Sawn wood is products from plantation such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that have been registered in plantation and are only allowed to be harvested from the relevant ministry, through process of producing, such as saws or slices into a single piece, cut in accordance with the indicated size of a thickness, width and length less than or equal to 5x15x200 cm. - Chip wood from Agar wood
Chip wood is products from plantation that have been registered in plantation and are only allow to be harvested from the relevant ministry, through the process of producing, such as powder or small piece of wood from wood processing factory which operate legally.
4.Wood wool, wood floor
Wood wool is products from plantation such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that have been registered in plantation and are only allowed to harvested from relevant ministry, through the process of producing, such as cutting or saws, chips, boiling, refining, and extraction.
5.Planted veneer and slicing board product
Veneer and slicing board are products from plantation such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that have been registered in plantation and are only allowed to harvested from relevant ministry, through the process of producing, such as peeling or slicing logs in accordance with the indicated size, thickness, width and length less than or equal to 0.6x150x300 cm.
6.S4S flooring
S4S flooring is products from plantation such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that have been registered in plantation and are only allowed to harvested from relevant ministry, through process of producing, such saws, cuts, incubating in accordance with the indicated size, thickness, width and length less than or equal to 5x20x600 cm.
7.Wooden pallets
Wooden pallets is products from plantation such as Euycalyptus, Acacia mangium, Acacia auriculiformis and Rubber tree that have been registered in plantation and are only allowed to harvested from relevant ministry, through process of producing, such as saws, cuts in accordance with the indicated size, thickness, width and length less than or equal to 5x15x200 cm
NOTE: Other plantation wood products, including teak, are not included in this Appendix 02, if processed according to the format, the characteristics set forth in the list of “Natural wood products” for export in Appendix 01 of this Decision are allowed to be exported.
III. List of “Bamboo and Cotton” Products for Export.
List of "bamboo and rattan" products are bamboo and rattan products as defined in Appendix 03, which details:
- Bamboo products are finished products or semi-finished products, through process of producing, such as cut in pieces, cylinders, laminates, etc.
- Rattan products must be finished products and really to be used such as tables, chairs, cabinets, beds, and so on.

In addition to the descriptions of the contents of the listed items of wood products for export, there are also illustrations for implementation as some of the types and shapes of wood products are difficult to explain or make sense of, as illustrated in Appendix 01, Appendix 02, and Appendix 03 of the revision the Decision of Minister of Ministry of Industry and Commerce No. 0002/MOIC.DIH, dated 03 January 2018 on list of exported wood products.
Other natural, plantation wood products, bamboo and other rattan products different from the requirements set out in this agreement are strictly prohibited.
