Pursuant to the 8th Meeting of the Working Group Sector in northern of the Lao PDR and Yunnan Province, China. and the 9th Meeting of Committee for Economic and Trade Cooperation between Lao PDR and China. On March 2018, on behalf of the Government of Lao PDR, Department of Livestock and Fisheries, Ministry of Agriculture and Forestry (MAF) together with General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ) signed an agreement on inspection of quarantine and health requirements for cattle and buffalo to be exported from Lao PDR to China. Currently, the Chinese side has completed plans to upgrade the border checkpoints, disease quarantine zones, slaughterhouses, and transportation of cattle-buffaloes.

On June 6, 2018, the two sides held a meeting aims to discuss the implementation of the agreement on inspection of quarantine and health requirements for cattle and buffalo to be exported from Lao PDR to China. The Lao side is represented by MAF and Ministry of Industry and Commerce (MOIC). The Chinese side is represented by the Economic and Trade Advisor, the Department of Animal and Plant Quarantine, and AQSIQ.

The Chinese side reported that China has completed plans to upgrade the border checkpoints, disease quarantine zone, slaughterhouses and route of cattle and buffalo as well as completed an infrastructure project in La district, Sipsong Panna.

The Lao side reported that based on China-ASEAN summit, the Chinese side presented Lao PDR as a pilot country to export cattle and buffalo to China. China needs to import amount of cattle and buffalo more than one million a year and expects that the Lao PDR is able to export half of the total amount. The Lao side approved Ye Hong Sipsong Panna Trading Co., Ltd. as a partner to accomplish the pilot project for instance construction of animal disease quarantine zone, upgrading of border checkpoints and route of cattle and buffalo.

Lao PDR and China shared the border and trade exchange, Lao PDR has a significant potential for agricultural production, particularly livestock farming as well as China is a highly-populated country and huge demand for large quantities of food. The cooperation between the Lao PDR and China is a good opportunity for Lao PDR to enhance agricultural production.
