To: -  The office of the authority certifying the country of origin (CO) of the product with

Trade Preferential;

  • Entrepreneurs export who use the Certificate of Origin under the ASEAN Trade in Goods Agreement (Form D). 

Subject: Implementation of the Certificate of Origin under the ASEAN Electronic Trade in Goods Agreement or ATIGA e-Form D

 

On Self Certification of Origin under the ASEAN Trade in Good Agreement

 

  • Pursuant to the Prime Minister’s Decree on Rules of Origin for the import and export of goods, Ref. No. 228/PM, dated 22 April 2010.
  • Pursuant to the Decision on the issue of Electronic Certificate of Origin No. 0369/MoIC.DIMEX, dated 26 February 2016;
  • Pursuant to the implementation plan Electronic Certificate Form D in ASEAN Trade in goods Agreement: ATIGA e-Form D).

 

To accomplish the obligations of Lao PDR under the ASEAN Trade in Goods Agreement (ATIGA) associated with the certificate of origin, the current the Department of import and export department (DIMEX), Ministry of Industry and Commerce has completed improve the certificate of origin of goods via electronic (e-CO) to be connected to the ASEAN Single Window (ASW) system and can be receive - sent, exchange information certificates of origin under the Agreement on Trade in Goods under ASEAN through electronic or ATIGA e-Form D with the member of ASEAN countries, which the pilot from 23 December 2019 onwards through the website www.ecolao.gov.la. The Permanent Secretariat Office, Ministry of Industry and Commerce would like to inform as follows:

 

  1. ​Let the office of the authority certifying the country of origin (CO) of the product with Trade Preferential allocate personnel and equipment for the implementation of the e-Form D system;
  2. For the facilitate of export who use the Certificate of Origin under the ASEAN Trade in Goods Agreement can switch to the e-Form D system instead of the Form D by manual;
  3. The Department of Import and Export to coordinate with the authority of the office of the authority certifying the country of origin (CO) of the product with Trade Preferential, the relevant agencies, disseminate and simultaneously implement this notification uniformly throughout the country.
