Decision of The Prime Minister on
The Regulations on the Management and Application of the Explosive Substances [Materials] in Lao PDR

  • To implement the principles of the handling, management and application of explosive substances [materials] in Lao PDR in order to comply with the laws and regulations of Lao PDR and to ensure national defense, public security and safety in all aspects.
  • To limit the illegal import of explosive articles or all kinds of explosive substances [materials] in Lao PDR without compliance with the rules, principles and the laws of Lao PDR so that these could be inappropriately used by bad people and affect the public security of society.

The Prime Minister of Lao PDR Decides:

Article 1. To assign only the Ministry of National Defense to have authority and rights to manage, inspect, utilize, produce, distribute and import explosive substances [materials] from abroad. Top

Article 2. All ministries, agencies, provinces, capital, special zones, projects, domestic and foreign companies, business units, others that would like to use explosive substances [materials] should make a plan of utilization [needs] and submit it to the Ministry of National Defense (the National Defense Industry Department) in order to supply their needs as the Ministry has production facilities [factory] that can supply quality articles in sufficient quantities to meet the needs of all types of construction projects such as: exploration projects that blast mountainous stones;  projects to clear the way for road construction as well as hydropower construction (to construct tunnels); mining projects, etc. Top

Article 3. Ministries, provinces, capital, special zones and all domestic and foreign investment projects are strictly prohibited to import and utilize explosive substances [materials] without permission [authorization] from the Ministry of National Defense (the National Defense Industry Department).

  • It is strictly prohibited to extract explosive substances [materials] from “bombies”, unexploded articles or bomblets remaining in Lao PDR from the war without authorization from the responsible agencies. Top

Article 4. If the Ministries, Provinces, Capital, projects, companies, agencies or any  individuals do not comply [with this Decision], they are considered in breach of the law of Lao PDR and shall be responsible for all negative impact on the security of society that may take place as a consequence. Top

Article 5. This Decision enters into force from the date of signature.

  • All Notifications, Decisions and Regulations relating to the Management and Application of explosive substances in Lao PDR issued previously shall be nullified. Top
