Step by Step: How to Imort Animal or Animal Products

To import animal or animal products to Lao PDR, you need to obtain an import license from the Department of Livestock and Fisheries. You also need to comply with the health and quarantine requirements of the country of origin and Lao PDR. You must present the import license and the health certificate to the customs and quarantine officers at the port of entry. Failure to do so may result in the rejection or confiscation of your goods.

  1. Step 1

    Ministry of Industry and Commerce (MoIC)

    • Prepare Applications along with all required documents.
    • Submit the application to the Department of Enterprise Registration, Ministry of Industry and Commerce.
    • If the application is approved, a Business Registration Certificate will be issued to the trader with a TIN
    • Register the TIN with the Tax Department, Ministry of Finance.
    • Note: In the near future, Enterprise Registration ID number will be the same number as TIN.

  2. Step 2

    Department of Foreign Trade (DFT), Ministry of Industry and Commerce

    • Prepare Applications along with all required documents.
    • Submit the application to DIMEX.
    • The application is then evaluated by DIMEX.
    • If the application is approved, Traders become a registerred Importer. If not, the application is rejected with the reasons for the rejection.

  3. Step 3

    Department of Planning and Cooperation, Ministry of Agriculture and Forestry.

    • Submit Application along with all required documents.
    • Review of the application by Department of Planning and Cooperation.
    • Submit additional information if required.
    • Collect the Business Licence after successful review.

  4. Step 4

    Department of Livestock and Fisheries or,

    Provincial/Vientiane Capital Agriculture and Forestry Division, Ministry of Agriculture and Forestry

    • Prepare Applications along with all required documents:
      • 1) Copy of identity card, Family Book or Passport (for foreigners);
      • 2) Power of attorney (representative);
      • 3) Copy of the enterprise registration certificate;
      • 4) Copy of license to operate agriculture and forestry business;
      • 5) Animal farm registration certificate to bring animals;
      • 6) Annual production, distribution and import plans through certification from relevant departments of the province such as the Division of Agriculture and Forestry, the Division of Planning and Investment;
      • 7) Record of farm inspection from the District Agriculture and Forestry Office IET2;
      • 8) Report from the Office of Agriculture and Forestry District IET3;
      • 9) Invoice & Packing list;
      • 10) Farm registration certificate or animal farm standard certificate from the state veterinary organization from the country of origin;
      • 11) Certificate of breeding of animals (in case of importation as parents) issued by the state veterinary organization from the country of origin;
      • 12) vaccination certificate;
      • 13) submit a proposal letter to the Provincial Agriculture (with attachments 1-12) to request a letter of comment and verification of the inspection of IET4 documents;
      • 14) Submit the IET1 application form to the Livestock and Fisheries Department (with attachments 1-13) to request an import permit, please fill in the form completely.
    • Submit a proposal letter to the Agriculture and Forestry Office (with attachments 1-6)
    • The authorities will inspect the actual farm whether it is up to standard to accommodate the animals that are requested to be imported.
    • Collect the Import License from Department of Livestock and Fisheries when it is ready.

  5. Step 5

    Lao PDR Customs and Inspection Authorities

    • Additional required documents on the day of importing goods:
      • 1) animal health certificate;
      • 2) animal disease research results;
      • 3) animal quarantine certificate;
      • 4) Certificate of hygiene of animal products;
      • 5) Copy of Bill of Landing/Airway Bill
      All documents attached must be in English or translated into Lao language only.
    • Pay Customs Duty.
    • Release your shipment.
