Step by Step: How to Export Live Animal or Animal Products

When exporting live animals and animal products at the checkpoint, the exporter must notify the document and state the exact date and time of export to the international veterinary checkpoint where the export will take place at least one day before the export date. If the document is incorrect or incomplete, the inspector at the checkpoint must advise the permit applicant to fill it in correctly;

  1. Step 1

    Ministry of Industry and Commerce (MoIC)

    • Prepare Applications along with all required documents.
    • Submit the application to the Department of Enterprise Registration, Ministry of Industry and Commerce.
    • If the application is approved, a Business Registration Certificate will be issued to the trader with a TIN
    • Register the TIN with the Tax Department, Ministry of Finance.
    • Note: In the near future, Enterprise Registration ID number will be the same number as TIN.

  2. Step 2

    Department of Foreign Trade (DFT), Ministry of Industry and Commerce

    • Prepare Applications along with all required documents.
    • Submit the application to DIMEX.
    • The application is then evaluated by DIMEX.
    • If the application is approved, Traders become a registerred Exporter. If not, the application is rejected with the reasons for the rejection.

  3. Step 3

    Department of Planning and Cooperation, Ministry of Agriculture and Forestry.

    • Submit Application along with all required documents.
    • Review of the application by Department of Planning and Cooperation.
    • Submit additional information if required.
    • Collect the Business Licence after successful review.

  4. Step 4

    Department of Livestock and Fisheries or,

    Provincial/Vientiane Capital Agriculture and Forestry Division, Ministry of Agriculture and Forestry

    • Prepare Applications along with all required documents: (1) Application form, (2) Copy ID, Family Book, (3) Copy Passport (for foreigners), (4) Authority letter (representatives), (5) Copy of Enterprise registration
    • Submit additional required documents on the day of exporting goods: (1) Animal Health Certificate (2) Copy of bill of Lading/Airway Bill (In case of port or airport), (3) Copy of animal heredity certificate (In case of animal used for breeding), (4) Copy of the Animal vaccination certificate (If required).
    • Collect the Export License from Department of Livestock and Fisheries when it is ready.

  5. Step 5

    Lao PDR Customs or, Inspection Authority at Border

    • The Exporter must notify the document and state the exact date and time for the export to the international veterinary checkpoint where the export will take place at least one day before the export date to check and verify the authenticity of the document. If the document is incorrect or incomplete, the inspector at the checkpoint must advise the permit applicant to fill it in correctly.
    • On the day of export, the exporter must notify the inspection certificate of documents and items of animals and animal products to the veterinary officer at the checkpoint to be recorded in the database.
    • The veterinary officer at the checkpoint inspects the documents and the actual goods and issues the inspection certificate at the checkpoint as well as informs the exporter to pay the fees and service charges according to the regulations before allowing the goods to be moved to the customs department or other relevant departments.
