Step by Step: How to Import Fish, Aqua Animals or Aqua Products

When exporting live animals and animal products at the checkpoint, the exporter must notify the document and state the exact date and time of export to the international veterinary checkpoint where the export will take place at least one day before the export date. If the document is incorrect or incomplete, the inspector at the checkpoint must advise the permit applicant to fill it in correctly;

  1. Step 1

    Ministry of Industry and Commerce (MoIC)

    • Prepare Applications along with all required documents.
    • Submit the application to the Department of Enterprise Registration, Ministry of Industry and Commerce.
    • If the application is approved, a Business Registration Certificate will be issued to the trader with a TIN
    • Register the TIN with the Tax Department, Ministry of Finance.
    • Note: In the near future, Enterprise Registration ID number will be the same number as TIN.

  2. Step 2

    Department of Foreign Trade (DFT), Ministry of Industry and Commerce

    • Prepare Applications along with all required documents.
    • Submit the application to DIMEX.
    • The application is then evaluated by DIMEX.
    • If the application is approved, Traders become a registerred Importer. If not, the application is rejected with the reasons for the rejection.

  3. Step 3

    Department of Planning and Cooperation, Ministry of Agriculture and Forestry.

    • Submit Application along with all required documents.
    • Review of the application by Department of Planning and Cooperation.
    • Submit additional information if required.
    • Collect the Business Licence after successful review.

  4. Step 4

    Department of Livestock and Fisheries or,

    Provincial/Vientiane Capital Agriculture and Forestry Division, Ministry of Agriculture and Forestry

    • Prepare Applications along with all required documents: (1) Application form, (2) A copy of the national identity card or passport, (3) A copy of the enterprise registration, (4) Invoice and product list, (5) Power of attorney (representative), (6) Certificate of technical standards regarding farm/slaughterhouse/storage place/distribution place according to each case (GAHP/GMP); (7) Actual inspection report from the relevant agency at the district or provincial level in case of a claim.
    • Collect the Import License from Department of Livestock and Fisheries when it is ready.

  5. Step 5

    Lao PDR Customs or, Inspection Authority at Border

    • Go to Inspection and Customs Clearance
    • At the check point, the following documents are required: (1) Certificate of aquatic animal health or sanitation from the veterinary or fisheries management organization of the country of origin; (2) Breeding certificate; (3) Copy the Bill of Landing; (4) CITES certificate of the country of origin or document related to the third country if it is an internationally prohibited or controlled species of aquatic animal; (5) Certificate of treatment, research results and prevention of aquatic animal diseases if necessary.
