Instructions of Governor
on the Management of Transfer of the Goods at International Border Check-point in Khammouane Province
To: District majors, Department chiefs, Chiefs of International Border-Crossings, Chiefs of Customs, Directors of Transport companies , entrepreneurs and other concerned parties dealing with export-import of goods through International Customs Check-Points in Khammouane Province.
Subject: All trucks loaded with goods for import-export are advised to be inspected and weighed before its transfer, deposit at Internationa l Warehouse systems in Naphao-Chalo, Lao- Vietnamese and Khammouane-Nakhorn Phanom Friendship Bridge III International Border-Crossings.
- In pursuant to Local Governance Law ofthe Lao PDR, No: 03/NA, dated on 21 October 2003.
- Based on Goods Transport Agreement through the Border-Crossings between Lao PDR and Kingdom of Thailand dated on November 26, 1999 in Vientiane, the capital of Laos.
- Referring to the letter of the Chief of Khammouane International Border-Check-point No: 182f iB, dated on October 19, 2015.
- Based on the Meeting Memo held on November 11, 2015 over the import, export and transfer of goods at International Warehouse system in Khammouane Province.
There is a Warehouse system with large parking area for customs inspection, transfer, wei ght, and deposit in accordance with the laws at Khammouane International Border-Check-point.
Governor of Khammouane province issues instructions as follows:
1. We urge all transport companies, entrepreneurs and other concerned parties dealing with export-import of goods of any kinds through Naphao-Chalo , Lao- Vietnamese and Khammouane-Nakhorn Phanom Friendship Bridge III international Border-Crossings to stop its trucks at Open air Warehouse Systems of both Customs Check-Points for inspection before transferring to another trucks bound to Vietnam.
2. When the taxes and service fees are charged at Khammouane-Nakborn Phanom Friendship Bridge III Warehouse but no charges at Naphao-Chalo, Lao- Vietnamese Warehouse again. Conversely, when taxes and service fees are charged at Naphao-Chalo, Lao- Vietnamese Warehouse but no charges again at Khammouane-Nakhorn Phanom Friendship Bridge Ill Warehouse in case of the goods are transferred , deposited or weighed at these Warehouses, the taxes and service fees are charged by observing the notification of Commerce and Industry Ministry No: 1291/CIM, dated on August 5, 2008 and a Meeting Memo of preparation to open the Warehouse services at Naphao Border Checkpoint held on December 18, 2014 as in detail bellow:

- Any resting points of trucks along South 13 road and other points in Khammouane province are permitted by the Department of Public Works and Transport (this means that containers are not allowed to lift off the trucks along the roadsides without permission).
- We urge all of trucks loaded with natural mines belonging to Phu Bia Mining Co,.Ltd to come to park at the Lao Logistics State Enterprise's esplanade (Open-Air Warehouse) for its transfer. Lifting or transferring of mine containers are not allowed at the Parking Areas in Phonsa-Art village (Km4) in Thakhaek district and Lang-Kang in Boualapha district.
- Customs Officers based at International Border-Checkpoints are advised to inform transport, import export companies and entrepreneurs and other concerned parties to observe this Instruction strictly.
- District authorities are urged to facilitate the concerned officers to implement the Instruction effectively within its areas.
- When the Instruction is implemented, whether the favorable conditions or difficulties are found, the concerned officers shall inform the provincial leadership for consideration towards betterment.
- The Instruction comes into effect from the day and date in which the Instruction is signed and published in the official gazette within 15 days.
Any directives, instructions, decisions and notifications that are contrary to this Instruction are annulled.
This Instruction is made into two languages. Each has identical content, legal significance, and biding effect.
