Notification

To: Industry and Commerce Divisions in Provinces, Vientiane Capital

Subject: The Utilisation of Revised Import and Export of Goods Forms

-  Pursuant to Government Decree on Import and Export of Goods, No. 114/GoL, dated 06 April 2011.

-  Pursuant to Prime Minister’s Decree on Import Licensing Procedures, No. 180/PM, dated 07 July 2009.

-  Pursuant to the Actual Demand of Work

In order to harmonise implementing the utilisation of import and export of goods forms across country for the purpose of easy usage, reduction of time and appropriate document procedures that are suitable with actual current circumstance.

Minister of Industry and Commerce Notified as follows:

1.      The Department of Import and Export to issue guidelines on implementing the utilisation of revised import and export of goods forms and upload such forms on Lao PDR Trade Portal (LPT) allowing the upload and download by government and business sectors;

2.      During the period of transition to using electronic license, licensing forms from both systems can be chosen until all stakeholders are ready: 1) old system (purchasing a form from Industry and Commerce for completion),  2) new system (downloading via LTP and after completion and submission can later make a payment);

3.      The Department of Import and Export, Industry and Commerce Divisions in Provinces, Vientiane Capital are assigned to be the lead in dissemination and lead businesses to effectively and efficiently implement the utilisation of revised import and export of goods forms;

4.      The utilisation of revised import and export of goods forms is commenced from 01 April 2016.

        Therefore, this notification is issued to inform all related parties and to be strictly implemented.
