Subject: Direction on the implementation of CITES
- Pursuant to the Report No. 002508/MOFA, dated 05 May 2015;
- Pursuant to the Minutes dated 18 May 2015 of the meeting between the Government’s Office and line ministries;
- Pursuant to the guidance from Prime Minister and Deputy Prime Minister guiding the production and good circulation aspect dated 16 June 2015.
The Government’s Office is pleased to issue the notice of Prime Minister and Deputy Prime Minister guiding the production and good circulation aspect as following:
1. Ministry of Natural Resources and Environment is to take charge in coordinating with Ministry of Science and Technology, Ministry of Industry and Commerce, Ministry of Agricultural and Forestry, Ministry of Finance, Ministry of Defense and other relevant stakeholders to urgently draft the national action plan on combating illegal ivory trade in Lao PDR and submit it to CITES Secretariat in a timely manner, as well as the annual report on the management of wild fauna and flora trade should be submitted to the Secretariat regularly.
2. As to highlight seriousness and commitment of the Government of Lao PDR in coordinating and implementing CITES that the Government of Lao PDR ratified, the Government of Lao PDR bans trade of aquatic animals and wild fauna and flora that are considered as close to extinction listed in CITES category I or the red list of the CITES, and this notification replaces the notice of GO No. 03/GO.Secretariate, dated 2 Feb 2014 and No. 1383/GO., dated 14 Dec 2014.
3. Ministry of Industry and Commerce, Ministry of Agriculture and Forestry and Ministry of Natural Resources and Environment are to coordinate with stakeholders in collecting data on the firms that operate the subject related business for the purpose of monitoring their business activities as to whether they are in line with Lao law and regulations as well as international treaties.
- Ministry of Industry and Commerce is to collect/investigate the data on individuals/firms that Thai authority accused as destination of the case of ivory transportation from Kenya and Congo, and check whether those firms exist.
4. Ministry of Natural Resources and Environment is to take charge in coordinating with stakeholders to consolidate lesson learnt on the trade of wild fauna and flora that are close to extinction and the past experience in implementing CITES in Laos as well as the suggested way forward. This is to be reported to the Government of Lao PDR and seek direction.
5. Ministry of Agricultural and Forestry is to take charge in inspecting the transportation, importation (of the wildlife) through Laos to the third country and in investigating the farms that breed aquatic and wildlife that are listed in CITES Category I whether those business are in line with Lao Law on Wildlife and Aquatic Animals and CITES.
