Notice
To: Directors of Agriculture and Forestry Office in Provinces, Vientiane Capital and Relevant Sectors throughout the country
Subject: Registration of Exporter, Packing house, and Farms exporting Plant and Plant Product from Lao PDR to the Kingdom of Thailand
- Pursuant to Ministerial Decision on Role and Function of the Department of Agriculture No 1889/MAF, dated 09/08/2012;
- Pursuant to Notice of the Department of Agriculture of Thailand, No AC 0914/5664 Dated 19 October B.E. 2559 (2016).
Department of Agriculture would like to inform the Agriculture Sectors in Provinces, Vientiane Capital and relevant sectors throughout the country that currently plants and plant products that are listed as prohibited article by Thai authority exporting from Lao PDR to the Kingdom of Thailand must be subjected to Pest Risk Analysis undertaken by the Department of Agriculture of Thailand before granting permission to import into the Kingdom of Thailand. Therefore, in order to facilitate the export of plant and plant products from Lao PDR to the Kingdom of Thailand by complying with the Plant protection Law of Lao PDR and Phytosanitary import requirement of Thailand as well as agreements and treaties that Lao PDR is a contracting party.
Department of Agriculture issues the notice as follows:
- The Agricultural sectors in provinces and Vientiane Capital shall actively coordinate with relevant sectors to take actions as follows:
1.1 For the Export of plant and plant products as prescribed in the list of prohibited article of the Kingdom of Thailand exporter, packing house using Good Manufacturing Practice (GMP) standard, and farm must register with the Agricultural Sectors in provinces and Vientiane Capital through obtaining a certification from the Agriculture and Forestry Offices in District as prescribed form in attachment.
1.2 Department of Agriculture shall recognize packing house by using Good Manufacturing Practice (GMP) which is accredited and certified by Plant Protection Authority of Thailand;
1.3 During application process of Phytosanitary certificate, company or exporter shall submit an application form enclosed with a registration certificate of exporter, of Packing house, and of farm;
1.4 Agricultural Sectors in Provinces, Vientiane Capital shall define Code number for Registration certificate of exporter and farm in accordance with Decree number 258/PM dated 28/08/2009;
1.5 The farm shall use provincial, district and village code number as prescribed by the National Statistic Center, Ministry of Planning and Investment;
1.6 Fees and Charges:
- An application form and fee for registration of exporter, packing house, and farm inAgriculture and Forestry office in district is 10,000 kip/set;
- Registration certificate and fee for exporter, packing house,and farm inAgricultural Sectors of Province, Vientiane Capital is 100,000 kip/set;
- For service charges such as site evaluation, inspection,and phytosanitary certification shall follow the Presidential Decree Number 003/PO Dated 26/12/2012;
- The guidance for implementation of registration is in the attachement to this Notice;
- This Notice shall enter into force from the date of signatory.
Therefore, this notice has been circulated for you to take into account and implement.
