Subject: The Export of Veneer

-          Pursuant to the Order No. 15/PM, dated 13 May 2016 on Enhancing Strictness on the Management and Inspection of Timber Exploitation, Timber Movement and Timber Business;
-          Pursuant to the Notification No. 955/PSPM.SO, dated 08 July 2016 on the Export of Wooden Products;
-          Pursuant to the Outcome of a meeting on 14 July 2016 chaired by Minister, Chief of Prime Minister’s Office; and
-          Pursuant to the Table of Processed Veneer by the Department of Industry and Handicraft, No. 674/MOIC.DOIH, dated 13 July 2016.

Minister of Industry and Commerce notifies you to implement the following:

1.      Veneer with HS code 4408 that has been produced by factories with valid contacts and origin sources according to the quantities specified in the Table of Processed Veneer by the Department of Industry and Handicraft, No. 674/MOIC.DOIH, dated 13 July 2016 is agreed to export.

2.      As for raw materials (logs) that remain in the factories they can be further processed for domestic supply or export as wooden products.

3.      Provincial Departments of Industry and Commerce shall coordinate with Department of Agriculture and Forestry (forestry sector), finance sector (State’s property management), as an inspection committee to issue a certified letter for loading the veneer on to trucks. Before loading the veneer on to the truck, origin sources, purchase-sale contact, the duties payment, and amount of the veneer, according to the Table of Processed Veneer by the Department of Industry and Handicraft No. 674/MOIC.DOIH, dated 13 July 2016 shall be checked. After that, the committee shall put a seal on the truck.

4.      After moving the veneer up to a border checkpoint, the veneer’s owner shall declare to customs in accordance to laws and regulations.

5.      In case that it is found at the border checkpoint that the amount of veneer exceeds the amount specified in the certified letter when loading up to the truck or found that there is a mixture of other type of timber, while the wire and seal are still in good condition, the committee and the factory’s owner shall be accountable for that. In contrast, if there is an adjustment, damage or a change of the wire and seal the factory and truck’s owner shall be accountable for that.

This notification hereby is informed you for acknowledgement and implementation in cooperation with relevant sector with responsibility.
