Subject: Wood products verification procedure (loading on vehicle) for exporting to overseas
- Pursuant to Report of Ministry of Industry and Commerce No. 1912/IC, dated 18 October 2016, No. 2024/IC.IE, dated 07 November 2016.
- Pursuant to an agreement and guidance of the Prime Minister dated 08 November 2016.
Prime Minister’s Office has an honor to inform you the Prime Minister’s decision and guidance as follows: “agreed with the proposal of Ministry of Industry and Commerce, that:
1. A committee for verifying wood products (loading on vehicle) for export that are made from the natural wood shall be comprised of officials from the industry and commerce, agriculture and forestry, and finance sectors by having one member from each sector. For the export of wood products made from planted wood the committee shall be comprised of an official from the industry and commerce, and agriculture and forestry sectors. A certification for uploading wood verified by the committee will be the only one used as an export reference document. The Ministry of Industry and Commerce shall coordinate with Ministry of Agriculture and Forestry and Ministry of Finance urgently issue a guidance to relevant local authorities to be implemented unanimously in the country.
2. Ministry of Agriculture and Forestry is assigned to make a consideration for the export of white charcoal made from Cratoxylum formosum (mai tiew).
3. As for the bidding apart from Attapue and Xiengkhouang Province that were allowed by the Government to start in accordance with the announcement No. 1345/PMO, any province that has completed the inspection, measurement, recording, and is ready for bidding shall follow the bidding procedure according to the bidding guideline issued by the Ministry of Industry and Commerce.
4. Every party shall examine and review regulations on wood product export and bidding procedures in order to issue a notice to void the regulation contradicted to Prime Ministerial Order No. 15/PM dated 13 May 2016 and this Notice.”
