Order
Of Minister of Industry and Commerce On the Suspension of Issuing Import License for Vehicle Parts, Crude Oil and Semi-Processed Oil for Assembling, Refining or Manufacturing in Factories
To: - Cabinet Office, Departments, Institute within Ministry of Industry and Commerce.
- Provincial and Vientiane Capital Department of Industry and Commerce.
- Lao National Chamber of Commerce and Industry.
- Pursuant to Prime Minister’s Decree regarding the Structure and Activities of the Ministry of Industry and Commerce No. 522/PM, dated 23 December 2011.
- Pursuant to Prime Minister’s Decree regarding Import Licensing Procedure No. 180/PM, dated 07 July 2009.
- Pursuant to a proposal of Department of Import and Export No. 1157/DIMEX.TFD, dated 17 March 2017.
To reduce unnecessary procedures, times and costs of requesting for import license of vehicle parts, crude oil and semi-processed oil for assembling, refining or manufacturing in factories.
To create enabling environment for trade and investment in Lao PDR by improving the public administrative procedures to be simplified and speedy.
Minister of Industry and Commerce issues an order to:
1. The Department of Import and Export to suspend the import licensing of vehicle parts, crude oil and semi-processed oil for assembling, refining or manufacturing in factories;
2. The Department of Industry and Handicraft to be responsible for technical consideration and issue an import certificate so there is only one procedure. The import certificate is to replace the import license.
3. The Department of Import and Export to collaborate with Customs Department, Ministry of Finance to inform Customs Officer at border checkpoints for acknowledgement and implementation of this Order in a cooperative manner with effective outcome.
4. The Department of Industry and Handicraft and the Department of Import and Export to collaborate with concerned agencies to disseminate this Order to both public and private sectors thoroughly.
5. The Department of Industry and Handicraft to collect the import statistics of vehicle parts, crude oil and semi-processed oil for assembling, refining or manufacturing in factories in order to gather and report to the Minister and Deputy Ministers as well as provide them to relevant sectors.
6. Substances of other decisions or regulations that were previously promulgated by Ministry of Industry and Commerce and conflict with this Order shall be eliminated.
7. This Order shall become effective from the date of signature and 15 days from the date of publication on Official Gazette.
