Notification
To: Provincial, Vientiane Capital Head of Industry and Commerce Division
Subject: Domestic transportation and export of bamboo wood and white charcoal.
- According to the Prime Minister’s Order, No. 15/PM, dated 13 May 2016;
- According to the Decision on the list of exporting timbers and prohibit to export, No. 1833/MOIC, dated 03 October 2016;
- Based on the meeting minutes of the discussion with relevant sectors on 04 October 2017.
The Minister of Industry and Commerce has a notification as follows:
1. Exporting logs and white charcoal by wood processing plants and charcoal factories, import-export companies with valid documents from relevant sectors that can request to export, but must sign a contract to buy and sell agreement with legal log processing plants and charcoal factories;
2. Exporting logs must be processed by Wood processing plants according to the list of wood products for export and prohibited export that is issued by the Ministry of Industry and Commerce;
3. The domestic transportation of charcoal produced from wood and log must comply with the legislation of the relevant sector;
4. The collection of fees, forest resource fees, and various tax obligations from wood harvested to produce charcoal shall be calculated and collected as follows:
- Calculation of natural resource rates to comply with Clause 15, Article 6 of Decree 001/POL;
- Calculation of the export tax rate to comply with number 33, Article 2 of Decree 002/POL
- Collection of fees and technical service charges to comply with Decree 003/POL.
