Pursuant to a Decision on the Implementation of Container Control Unit (CCU) at International Custom Border Checkpoint, Lao-Thai Friendship Bridge I No. 01904/CD, dated 20 April 2018. The Container Controlling Unit (CCU) consists of 1 to 5 staff members, which can be added or reduced depending on the real practice. The steering committees for CCU, including General Director of Custom Department, Head of the National Committee for Drug Control, and National Coordinator of UNODC.

For the principle of implementation for CCU as follows:
1. Risk analysis operation, risk classification and procedures for custom declaration in accordance with regulations.
2. Manage, monitor and exchange information and news sources in order to implement the principles of risk management in accordance with the Tax Law.
3. Use the electronic system for monitoring data of custom declaration.
4.The head of the International Custom Border Checkpoint at Lao- Thai Friendship Bridge 1 is a person who advises and coordinates with CCU and concerned sectors in compliance with international laws and regulations.
5. In cases containers contained suspicious goods, custom officers must strictly inspect and report the inspection results to inspectors for consideration.
6. Use a monitoring tool such as a scanner or inspection device.
7. CCU must have proper monitoring procedures to untangle the difficulties of trade facilitation; the actual inspection must be following the procedures and regulations.

This decision is effective from April 20, 2018
