Additional Notification
To: All Directors of Five Regional Customs Offices and International Customs Checkpoints throughout the country.
Subject: Exportation of timber, saw log (sawn wood), semi-finished wood products (home furniture) shall be consolidated at the Customs Department in order to issue the notification on the implementation.
- Pursuant to the Prime Minister’s agreement No. 23/PM, dated 24 February 2009 on allowing the provinces and Vientiane Capital to manage wood under control 1, 2, 3 and the exportation of tree root.
- Pursuant to the Prime Minister’s Order No. 17/PM, dated 22 September 2009 on the control and management, prevention of forest and coordination of forest management and wood business.
Currently, the government issues order No. 17/PM, dated on 22 September 2009, defined by paragraph 23 that “only the government has the right to consider and agree to any special case regarding the exportation of timber, saw log (sawn wood), semi-finished wood products” some International Customs checkpoints where wood is exported do not pay more attention to coordination matters as specified in the notification of Customs Department No. 1743/CD, dated on 3 July 2009 in order to facilitate the Customs Department to consolidate all movements of exportation of wood as approved by the government.
Customs Department issues this notification:
- After the government has approved the exportation of timber, saw log (sawn wood), semi finished wood products, a copy of notification of the government should be provided to the Customs Department to consolidate and issue the notification of Customs to all International Customs checkpoint where the exportation of items takes place. If there is no such notification by Customs, the exportation of such items at an International Customs checkpoint is not allowed.
- In the case where the governor of province has an incentive policy to permit the export of wood products mentioned previously, he shall report to the Customs Department for instructions or directions.
- For the exportation of finished wood products, wood planted under the provincial governor’s incentive policy the International Customs checkpoints where the export takes place is assigned to manage and inspect in accordance with the regulations. If any problems are found with the export processing, they should not hesitate to report to the Director of the Regional Customs Office for directions.
- All Directors of five Regional Customs Offices, International Customs Checkpoints are instructed in their entirety to implement this notification more effectively and efficiently.
- The notification shall be effective from the date of signature.
