Notification
To: Relevant public and private sectors.
Subject: Abolish the export license of rough diamond (white paper) and enhancement of import and export of rough diamond Inspection Committee.
- Pursuant to the Prime Minister's Order on the revision of regulations and coordination mechanisms for doing business in Lao PDR, No.02/PM, dated 01 February 2018.
- Pursuant to the Decision on the Import and Export of rough diamonds No. 0224/MOIC.DIMEX, dated 08 February 2018.
- According to the minutes of the meeting on March 5, 2018.
The purpose of reducing procedures, and time to import and export goods is to be convenient by improving the administrative level to be more precise and agile. In accordance with the Prime Minister's Order No.02/ PM, dated 01 February 2018, in order to create a conducive environment for trade and investment.
Department of Import and Export, Ministry of Industry and Commerce has issued the notification:
1. Eliminate the issuance of rough diamond export licenses (white paper according to Annex 01) by replacing the rough diamond source certificate (Kimberley Process Certificate “KPC” as hard copy) according to Annex 02;
2. The KPC certificate for rough diamond export consists of 03 copies: the original will be 01 hard copy (to be attached to the rough diamond with export) and 02 copies (01 copy for the Department of Import and Export and 01 copy for the owner);
3. The import or export of rough diamonds and finished diamonds must always have an inspection committee consisting of representatives from the Department of Import and Export, the Ministry of Industry and Commerce, and the Customs Department, Ministry of Finance. This will monitor the diamonds that will be imported or exported after that make a record of each inspection;
4. This notice is effective from 1 September 2018 onwards.
