On December 17-18, 2018, Department of Import and Export (DIMEX), Ministry of Industry and Commerce (MOIC) jointly with EU P2P had organized a dissemination workshop on Export Control on Dual-Use Goods or “Industry Day”. The meeting was chaired by Mr. Bounmy Manivong, Vice Minister of Industry and Commerce, attracting technical from Weapons of Mass Destruction-related Dual-Use Goods Management Working Group (WMDGM-WG), public and business sector to attend.

Mr. Bounmy Manivong stated that the Lao PDR issue regulations and mechanisms to control and prevent the spread of Dual Use Goods, for instance, list of prohibited goods on Import and Export, list of goods subject to import and export license. In addition, the MOIC has established WMDGM-WG to issue specific regulation on Dual Use Goods .

Due to one of the elements caused rebellion around the world is the accession of goods, materials, devices, or technologies those can be developed into weapons. In response to that, the United Nation Securities Council had issued the Resolution 1540 to control risky goods. Dual-use goods are merchandise in general but can be used in design, development, production, modification of highly destructive weapons that can cause serious damage to living things and a wide range of environments for instance, nuclear weapons, chemical weapons, and biological weapons

Therefore, the export control for Dual Use Goods shall be disseminated in order to raise awareness on the export control of goods that tend to be risk for dual-use such as: chemical substances, minerals those emit radiations and others, which could be developed into weapon.
