Notification
To: All Divisions of the Customs Department, Five Regional Customs Offices and International Customs Checkpoints, governmental agencies, International Organizations and import-export trading companies throughout the country.
Subject: The implementation of ASEAN Trade in Goods Agreement under ATIGA Form D.
- Pursuant to the Presidential Decree, dated 25 November 2009;
- Pursuant to the Resolution of Standing Committee of the National Assembly No. 72/SC, dated 19 October 2010;
- Pursuant to the Minister of Finance’s notification No. 2308/MOF, dated 22 September 2010.
In order to implement the tariff reduction schedule under ATIGA Form D to be consistent with the procedures and timeline as designated in the agreement mentioned above which the government of Lao PDR officially signed with other ASEAN Member States (AMS) at Cha Am, Thailand on 26 February 2009.
From now until 16 November 2010 the application of preferential treatment under ASEAN AFTA can be implemented with 2 forms such as CEPT Form D and ATIGA Form D. After 16 November 2010 the CEPT Form D shall be eliminated. In this regard, from 17 November 2010 the ATIGA Form D shall be a single form to be used for preferential treatment for all ASEAN member states under ASEAN FTA.
Therefore, this notification is made to inform all related parties and implement this notification effectively.
