Subject: Guidelines for the results of the workshop to inspect the quality of electrical appliances, import, distribute and produce electricity in Lao PDR.
- According to a joint meeting with relevant parties on 3 September 2019 at the Prime Minister’s Office.
- Pursuant to the agreement and guidance of the Deputy Prime Minister, Chairman of the Government Inspection Office, acting on behalf of the Prime Minister on 12 September 2019.
The Prime Minister’s Office is honored to announce the agreement and guidance of the Deputy Prime Minister, Chairman of the Government Inspection Office, on behalf of the Prime Minister as details below:
- Permanent stopping to inspect quality of the import, distribution and produce electrical appliances and electronics at the border checkpoints by the science and technology sector because it creates difficulties and increases costs for the business sector. Therefore, the sector that can inspect goods will be Customs sector only. In addition, the science and technology section is to be checked at the destination (agents and general stores).
- Assign the Ministry of Industry and Commerce, in collaboration with the relevant parties, to inspect and improve the import companies to meet the standards and meet the specified conditions. The companies must be authorized to represent the goods from the manufacturer of the brand and certify of origin. If the importing company meets the criteria and certifies the origin of the goods, it is not necessary to inspect all the goods at the time of entry through the checkpoint.
- Regarding the fees and service charges for inspecting goods at the destination of the science and technology sector, agree to collect at the rate prescribed by Regulation No.003/POL, dated 26 December 2012 only (not to be collected outside the Regulation).
- Agree to cancel the agreement of the Ministry of Science and Technology that sets the collection fee for each type of product because it does not comply with the regulations.
- The rates and fees charged by the Ministry of Science and Technology in the past (approximately LAK 40 million), the Ministry of Science and Technology must separate and recalculate, if any is collected except by the statute, it shall be returned to the importers.
- The fees and service charges that are still owed by the importers is approximately LAK 1.3 billion which should be identified and recalculated in detail. Thus, the fees and service fees for quality inspection collected in accordance with the agreement of the Ministry of Science and Technology will not be used (do not collect the fee with importers).
- Regarding the budget for science and technology inspection of goods at the destination (agents and retailers in general) shall use the annual state budget, revenue from inspection services in accordance with Regulation 003/POL.
- Assign the Ministry of Science and Technology to coordinate with the Ministry of Finance, the Ministry of Industry and Commerce and other relevant parties to draft regulations on quality inspection of goods at the destination, consider in detail the principles of inspections, inspection methods, remedial measures, remuneration fees and other related issues.
- Assign Science and Technology, in collaboration with the Ministry of Finance, to review the cooperation agreement with THB Company in the investment to install the previous electrical quality inspection equipment, to revise the contract in accordance with the agreement and guidance of the Government and in accordance with the relevant laws and regulations.
