To: Vientiane Capital and Provincial Public Works and Transport Division
Subject: Notification on the implementation in issuing technical permits to import vehicles into the Lao PDR LNSW system and applications for registration permits, No. 01643/MPWT.CO, dated 23 January 2020.
- Pursuant to the Notification of the Ministry of Public Works and Transport’s Cabinet Office, No.21666/CO, dated 6 October 2016.
- Pursuant to the Instruction on the Document Inspection of Technical Import Permit of Vehicle for registering in Lao PDR via Lao National Single Window No. 06491/PWT.DT, dated 28 March 2019.
- Pursuant to the letter of the Department of Transportation No.00634/MPWT.DOT, dated 10 January 2020 and the approval letter of Mr. Viengsavath Siphandon, Deputy Minister of Ministry of Public Works and Transport on 17 January 2020.
- According to a request letter of the Department of Transportation on 22 January 2020.
The Ministry of Public Works and Transport’s Cabinet Office would like to inform you that from 27 January 2020 onwards, the Department of Transportation will issue a technical certification of vehicles for registration through the Lao National Single Window “LNSW” system. The initial pilot will be implemented at the Friendship Bridge 1 Checkpoint in Vientiane Capital and will apply to all international checkpoints throughout the country in the future. This new technical license form in the LNSW system, will replace the previous version which is used to be 1 vehicle perform, will consist of 20 vehicles/license (only for the same brand, type and model). The LNSW will ensure to have a uniform procedure and the same registration process nationwide as the details below:
1. The registrant must report the shipment code Summary Declaration Reference “SD” to the Vehicle Management and Driving Unit to check the accuracy of the vehicle import documents;
2. The registration documents must include:
1. Purchasing vehicle contract between the representative vehicle company and the buyer (original);
2. Family register or ID card of the registered car owner (copy);
3. Details vehicle which can be an original or copy of form B40, tax certificates of form B9 (original) for each vehicle from the Department of Customs, Ministry of Finance;
4. Import permit documents from the Department of Import and Export, Ministry of Industry and Commerce, and technical import licenses for vehicles registration in Lao PDR from the Department of Transport, Ministry of Public Works and Transport, and other technical information can be checked in the LNSW system.
3. Assign the Provincial and Capital Public Works and Transport Division to supervise directly to the Vehicle Management and Driving Unit at their level to be implemented effectively.
