Decision
on Adoption of the Instruction on Implementing Risk Management for Border Agencies
- Pursuant to the Decree on the Structure and Role of Ministry of Industry and Commerce, No. 230/PM, dated 24 July 2017.
- Pursuant to the Decision on the Establishment of National Trade Facilitation Committee, No. 48/PM, dated 26 July 2018.
- Pursuant to the Approval Letter of using TFA Challenge Facility of Lao PDR Competitiveness and Trade Project (LCT) for Implementing the Project proposed by Lao Customs Department (LCD), Food and Drug Department (FDD), Department of Agriculture (DOA) and Department of Livestock and Fisheries (DOLF).
- Pursuant to the agreement of Lao Customs Department, Food and Drug Department, Department of Agriculture and Department of Livestock and Fisheries on the Instruction on Implementing Risk Management for Border Agencies.

Vice Head of the Committee and Standing Member issued a Decision as following:
Article 1 Adoption
Adopt the Instruction on Implementing Risk Management for border agencies.
Article 2 Roles and Responsibilities
The departments as determined in this Instruction shall perform the following roles and responsibilities:
1. Establish Risk Management Unit (RMU) at the relevant department.
2. Establish a Joint Risk Management Committee (JRMC) consisting of the RMU of each department and relevant border agencies as committee.
3. Develop a detail instruction on implementing risk management for border agencies such as Standard Operating Procedure (SOP).
4. Sign a joint Memorandum of Understanding (MOU) officially on implementing risk management and Post Entry Audit (PEA).
The details are specified in the Instruction for Implementing Risk Management for Border Agencies.
Article 3 Reporting
The departments as determined in this Instruction shall report the progress of the implementation to the Department of Import and Export, Ministry of Industry and Commerce as Trade Facilitation Secretariat (TFS) on a monthly basis for consolidation to report to NTFC for consideration and guidance.

This Decision is effective from the date of signature.
