The Ministry of Industry and Commerce has issued the Decision on registration for import, export chemicals and carrying chemicals across borders, No. 1204/MOIC.DIH, dated 24 December 2020, in requires individuals, legal entities or both domestic and international organizations that are conducting chemical business in Lao PDR who has a purpose in applying for chemical accounts registration as the requirement documents as details as below:
1. Register for chemical accounts according to the form prescribed by the Department of Industry and Handicrafts
2. Chemical risk assessment in the form prescribed by the Department of Industry and Handicrafts
3. Manufacturer's chemical safety information sheet in Lao or English
4. A copy of the enterprise registration from the authorized manufacturer or laboratory in Lao or English in the case of compounds.
After registration, if you want to import and export hazardous chemicals level 2 and 3, shall submit the documents to the Department of Industry and Handicrafts as the following documents:
1. Apply for the import or export license for hazardous chemicals level 2 and 3 as the printed form prescribed by the Department of Industry and Handicrafts.
2. Copy of enterprise license, business license and investment license
3. Copy of Chemical Account Register
4. Invoice and purchase order
5. Copy of annual plan for import and produce and annual supply plan for export
6. Trade agreement between the importer and the domestic user directly
7. License to import from the destination country in case of export of hazardous chemicals level 2 and 3 from Lao PDR to other countries.
