Subject: Sanitary Inspection and Certification Notice of bean family or legumes (Bur beans, fresh green beans, fresh yellow beans, or Edamame beans) for export from Lao PDR to China under Opium Substitution Crops Program from End of January 2021 to 30 May 2021, No. 0099/DOA, dated 19 January 2021.
- Pursuant to the Law on Plant Protection and Quarantine (Amended) No. 13/NA, dated 15 November 2016;
- Pursuant to the Decision on Phytosanitary measure for export and transit plants, plant products, and control materials, No. 2986/DOA, dated 28 June 2019;
- Pursuant to the Decision of the Minister of Ministry of Agriculture and Forestry on the Operation and Organization Structure of the Department of Agriculture, No. 3825/DOA, dated 18 August 2017.
The Department of Agriculture, Ministry of Agriculture and Forestry has a notification to Luang Namtha Agriculture Division and Boten Quarantine Checkpoint of Luang Namtha Province, regarding beans family such as Bur bean or Phaseolus vulgaris L (China import HS code 0708200000), fresh green bean or Vigna umbellate L (China import HS code 0713319000) and fresh yellow bean (Edamame beans) or Glycine ax (China import HS code 0708900000) that is under the Opium Substitution Crops Program of the target northern provinces of Lao PDR which has a purpose to export from Laos to China as the following measures below:
1. An exporter in Laos must have a business partner with a legal importer in China.
2. Each time of export will be inspected and authorized plants sanitation by the Plant Authorizers as refers to the sub-agreement between two parties, at the Boten International Checkpoint, Luang Namtha Province.
3. This notification must be strictly implemented by the Luang Namtha Agriculture Division and Boten Quarantine Checkpoint. If there are some difficulties during the implementation that must be reported to the Department of Agriculture immediately.
