- Pursuant to the proposal from the Department of Import and Export, Ref.N. 3804/DIMEX.IMEX to the National Defense Industry Department, dated 12 October 2011.
The National Defense Industry Department would like to inform you of the procedures in relation to the approval for import and export of explosive and raw materials for the production of explosive articles for industrial use, as follows:

II. The related laws and regulations
- The Lao PDR Prime Minister’s Decision, N. 39/PM, dated 12 July 2001, on the Regulations of Management and Application of the explosive substances [materials] in Lao PDR.
- The Minister’s Decision of Ministry of Defense, N. 2450/MOD, dated 5 August 2010, on the Management of Industrial Explosive Substances [Materials] in Lao PDR.
- The Lao PDR Prime Minister’s Decree, N. 180/PM, dated 07 July 2009, on the Import and Export Licensing Procedures.
- The Minister’s Decision of the Ministry of Industry and Commerce, on the list of goods subject to import and export licensing - automatic licensing and non-automatic licensing, N. 0826/MOIC.DIMEX, dated 03 May 2011.

III. The required documents for the import and export license application
- Proposal letter requesting an import or export license for Industrial explosive substances.
- Purchase order, Invoice and packing list.
- The sale contract of the explosive items for industrial use with the foreign company.
- The import or export permit for such foreign company, issued by the authorized agency of the government of the exporting or importing country. Top
IV. The timeframe for issuing the license
As of receipt of the complete documents, the National Defense Industry Department will check [verify] the documents and will not take more than 5-6 working days, details as per the following steps:
