Notification

 

To: - Department of Customs, Customs of Luangnamtha Province, Boten International Customs Checkpoint;

- Banque Pour Le Commerce Exterieur Lao Public, Lao Development Bank;

- Import-export companies of all types of goods.

 

Subject:  in applying LNSW to the management of import-export of goods and all types of items at the Boten International Customs Checkpoint, starts on 23 May 2022 onwards.

 

  • According to the Minister of Finance’s Decision on the organization and activities of the Ministry of Finance’s Cabinet Office, No. 6118/MOF, dated 10 December 2021;
  • According to the instructions of the Ministry of Finance in applying the system of the LNSW, No. 4217/MOF, dated 28 December 2018;
  • According to the Ministry of Finance’s Decision in approving customs declaration at the LNSW, No.0204/MOF, dated 15 January 2019;
  • According to additional instructions of the Department of Customs in applying the LNSW system, No. 04145/DOC, dated 23 May 2019;
  • According to the Department of Customs’ letter No. 02441/DC, dated 04 May 2022.

 

The Cabinet Office would like to inform the relevant sectors about the modernization of customs work by applying the LNSW system in managing the import-export of goods and all types of items at the Boten International Customs Checkpoint. In ensuring the implementation will apply to the relevant sectors as detailed following:

 

  1. To apply Lao National Single Window “LNSW” in managing of import-export of goods and all types of items at the Boten International Customs Checkpoint (including exempted tax).
  2. All businesses who import-export all types of goods, items, and other obligations such as service charges can pay the customs fee through the service unit or electronic system of the Banque Pour Le Commerce Exterieur Lao Public and Lao Development Bank such as the Smart tax system, i-Banking, BCEL one Corporate Banking, money transfer and cheques according to the relevant regulations.
  3. The Joint company of the LNSW will collect a service fee of LAK 120,000 (one hundred and twenty thousand kip) per 1 set of detailed tax reporting as specified in the Project Concession Contract, which does not include taxes, customs fees, other fees and service charges of related sectors.
  4. Any operators who have not yet registered and trained in the use of the LNSW must register to have a user code urgently before 22 May 2022. Starting from 23 May 2022, all import-export of all types of goods and all companies (including exempted tax) that will pass through the Boten International Customs Checkpoint must use the LNSW for customs declaration in detail.
  5. The Department of Customs, Customs of Luangnamtha Province, Boten International Customs Checkpoint, the Banque Pour Le Commerce Exterieur Lao Public, and Lao Development Bank, import companies of all types goods and relevant sectors must implement the LNSW for customs declaration system accordingly.
  6. In the actual implementation, if there are difficulties, report to the Customs Department to solve the difficulties immediately.
