Instruction on the Impact Assessment of Non-Tariff Measures, No. 005/NTM Committee, dated 8 April 2026, with the following objectives:

  1. To define the principles, methodologies, and templates for assessing the impacts of non-tariff measures implemented by relevant government sectors, both before and after their adoption and promulgation, in order to ensure the effectiveness and efficiency of such regulations and measures.
  2. To improve or eliminate measures that constitute barriers to trade, enhance transparency, and facilitate international trade.
  3. To fulfill the obligations at the regional and international levels to which the Lao PDR is a party.
