Public-Private Sector Meeting Discusses and Reviews Trade and Transport Facilitation in Phongsaly Province

 

The Public-Private Sector Consultation Meeting to review the implementation of trade and transport facilitation for the year 2025 and to formulate the action plan for 2026 was held on the afternoon of May 27, 2026, in Phongsaly Province.

The meeting was chaired by Mr. Phonechanh Onsa, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial Administration Committee, Supervisor of the Provincial Economic Sector, and Head of the Provincial Trade and Transport Facilitation Committee. Attendees included Mr. Yinchanh Douangphachanh, Member of the Provincial Party Committee and Head of the Provincial Department of Industry and Commerce; Mr. Lek Souksan, President of the Provincial Chamber of Commerce and Industry; members of the Provincial Trade and Transport Facilitation Committee representing 17 sectors (pursuant to Agreement No. 220/PAG, dated April 21, 2026); and representatives from local business units, totaling 61 participants (including 7 women).

During the meeting, participants listened to the presentation of the public-private sector joint report concerning rubber management in Phongsaly Province, aimed at enhancing the efficiency of rubber cultivation promotion and trading within the province. Furthermore, the meeting reviewed the 2025 performance report and the 2026 strategic plan for trade and transport facilitation. Over the past period, leadership has consistently supervised, monitored, and proactively addressed trade barriers, export-import customs clearance procedures, transportation issues, and the performance of border checkpoint officials. The meeting also acknowledged the successful outcomes of the 3rd Ordinary Session of the Phongsaly Provincial Chamber of Commerce and Industry, along with several key priority action items.

Mr. Phonechanh Onsa, in his capacity as the Head of the Provincial Trade and Transport Facilitation Committee, expressed overall endorsement of the reports' contents. He instructed the Department of Industry and Commerce (as the Trade Facilitation Secretariat), in collaboration with the Department of Public Works and Transport (as the Transport Facilitation Secretariat), to further define priority action plans and activities for 2026 in accordance with the templates provided by the central government.

The directive arising from the meeting assigned several key tasks to the relevant sectors for implementation, including:

  • Reducing bureaucratic red tape, streamlining documentation processes, and regulating service fees across various sectors.
  • Upgrading the service systems of transshipment warehouses and reviewing unnecessary checkpoints along transport routes to ensure compliance with relevant regulations.
  • Formulating comprehensive measures for rubber management in Phongsaly Province to ensure better operational execution moving forward.
