The Ministry of Finance has issued a Notification on the Application of the New Tariff Nomenclature based on the ASEAN Harmonized Tariffs Nomenclature (AHTN 2012) No. 694/MOF, dated 06 March 2013, in order to ensure the implementation of the Decree on the issuance of the Tariff Nomenclature based on the ASEAN Harmonized Tariffs Nomenclature 2012 (AHTN 2012) No 08/PM, dated 10 January 2013 which complies with regional and international regulations. Lao PDR is a party to the agreement which is aimed at classifying goods and substances into accurate commodity classifications as specified in the AHTN 2012 which replaces the AHTN 2007/1 which had been applied since May 2010.
The AHTN 2012 of Lao PDR comprises of 21 Sections and 97 Chapters and comprises of 9,558 commodity items in total. The 77th Chapter will not be used as some items will be reserved.
The new Tariff Nomenclature based on the ASEAN Harmonized Tariffs Nomenclature (AHTN 2012) should have been in force from 1st April 2013 onward. However, due to certain technical issues, the actual implementation of new AHTN 2012 tariff will be delayed. The new AHTN 2012 tariff will be uploaded on the Lao PDR Trade Portal to replace the old version as soon as the Department of Customs starts applying the new Tariff Nomenclature based on the ASEAN Harmonized Tariffs Nomenclature (AHTN 2012).
