Regulation
on the list of narcotic, psychotropic substances and precursors
- Pursuant to the Criminal Law, Article 135 (revised edition);
- Pursuant to the Law on Drugs and Medical Products, Article 18 (Type of drugs).
- Pursuant to three Conventions of the United Nations:
o Year 1961 on narcotic substances;
o Year 1971 on psychotropic substances;
o Year 1988 on protection against illegal traffic of narcotic and psychotropic substance, Article 12 on precursors which are used illegally in the processing of narcotic and psychotropic substances herewith called “precursor”
- Pursuant to the Prime Minister’s Decree on the organization and activities of the Ministry of Health No. 020/PM, dated 9 March 1999.
- Pursuant to the Request of Food and Drug Department No. 2683/04.FDD, dated 31 August 2004
The Minister of Health hereby issued this regulation:
Article 1: List of identified narcotic drugs, psychotropic substances and precursors permitted for import and sale or production and use in Lao PDR which is divided in three lists as follows:
I. List of narcotics used as drugs for treatment of diseases or raw materials for drug production consist of five items:
- Codeine phosphate/phosphate de codelne. (Codene, Kodein, Methylmorphin, Methylmorfin...)
- Fentanyl citrate/Citrate de Fentanyl. (Fentaz,Haldid, Hypnorm, Leptanal, pentanyl, Phentanyl...)
- Morphine hydrochloride/Chlorhydrate de Morphine. (Hipsedan, Mortha, Sedol, Spasma...)
- Opium, Raw or Powder or Tincture.
- Pethidine hydrochloride/Chlorhydrate de Pethidine. (Dolosan, Alodan, Demerol, Dispadal(o), Dolantal(in,ol), Dolental) Top
II. List of psychotropic substances used for treatment of diseases or raw materials for drug production consists of 12 items:
- Barbital Sodlum/Barbital Sodique. (Barbitone Sodlum, Noctal, Veronal)
- Bromazepam/Bromazepam. (Lectopam, Lesotan, Lexatin, Lexomil...)
- Chlordiazepoxide hydrochloride/hydrochlorate de Chlordiazepoxide. (Diazepebrum, Elenium, Librium, Napoton....)
- Clonazepam/Clonazepam. (Aklonil, Clonotril, Clozepan, Ravotril, Rivotril)
- Clorazepate mono(di) potassium/Clorazepate mono(di) Potassique (Trans(x) ene, Tranxilium...)
- Diazepam/Diazepam (Diapam, Faustan, Seduxen, Valium....)
- Flunitrazepam/Flunitrazepam (Darkene, Fluni(mi)pam, Hypnodrom,...)
- Midazolam/Midazolam (Doricum, Dormicum, Hypnovel, Sorenor,... )
- Meprobamate/Meprobamate (Equanil, Diazemat, Civamate, Metaba Mate, Neutromate, Tranquanil....)
- Nitrazepam/Nitrazepam. (Alodorm, Apooxazepam, Chlorazepam, Lagazepam, Eunoctin, Hypnotin, Insomin, Mogadon, itrodiazepam, Ormodon,...)
- Pentazocine hydrochloride/Chlorhydrate de Pentazocine. (Algopent, Dolofortin, Fortal, Fortwin, pentacina, pentafort, Talwin...)
- Phenobarbital sodium/Phenobarbital sodique. (Gardenal sodium, Lepinal-natrium, Luminal sodium...)
III. List of the types of precursors and secondary chemicals which are mostly used illegally in the processing of narcotics and psychotropic substances.
+ According to the importance and high risk of illegal use in narcotic production, precursors and secondary chemicals are divided in three groups as follows:
a. List table I: is the list of special controlled precursors that need to be controlled at all steps such as: Import permit, import-export, processing, sale, transportation and use.
b. List table II: is the list of secondary chemicals which can replace controlled precursors especially by synthesis (according to the table of the list) and are mostly for illegal use in the processing of narcotics and psychotropic substances.
c. List table III: is the list of chemicals which need to be paid attention to by monitoring and controlling import, sale, transportation and use.

Article 2. Any individual wishing to order, import-export, processing shall have an annual plan and an official permit only from the Ministry of Health.
Article 3. The narcotics, psychotropic substance and precursor according to the three lists above can be moved from one list to another or removed or added as agreed by the Ministry of Health in each period.
Article 4. The Food and Drug Department is the focal point and shall cooperate with related agencies in implementing this regulation strictly.
Article 5. This regulation is effective from the date of signature. Regulations that were issued in the past that are in contradiction with this regulation shall be revoked. Top
