In the past, exports of maize or corn ear, corn grain and corn cob from Lao PDR to Thailand have not complied with Sanitary and Phytosanitary Measures (SPS) requirements and the issuing of a Phytosanitary certificate did not meet Thailand’s standards and measures requirements. As a result of a joint Plant Risk Assessment (PRA) between the technical committee of the Plantation Department and Thailand’s senior specialist in 2012, it was found that a key pest that needs to be controlled is a bug that damaged the maize. Therefore, Thailand has issued an instruction on the requirement for the export of maize from Lao PDR in order to control the standard of such products. Given that result, The Ministry of Agriculture and Forestry has issued instruction No. 1790/MOAF, dated 21 August 2013, on the conditions for exporting maize from Laos to Thailand, according to which the export of maize to Thailand must comply strictly with 5 procedures such as import permit request, transportation method, import requirement, certificate of Sanitary and Phytosanitary Measures (SPS) and import inspection of Thailand.
