The draft of border trade decision was drafted by the Department of Import and Export of the Ministry of Industry and Commerce. The main objective was to develop a legal tool for the administration, enhancement and development of the disciplines for border trade in accordance with the current socio-economic situation. This decision concerns various sectors such as Customs, Immigration, Sanitary and Phytosanitary. Therefore, in order to finalize it and implement it successfully, a first internal discussion meeting between related sectors was held on 14th November 2013 to review the draft. The meeting was hosted under the honorable chairmanship of Mr. Bouavanh Vilavong, Deputy Director General of Department of Import and Export and with the participation from related sectors such as the Department of Customs, Ministry of Finance, the Department of Law, Ministry of Justice, the Office of the Government as well as representatives from departments of the Ministry of Industry and Commerce.
The meeting was conducted in a dynamic atmosphere and provided frank comments on the key content such as the description of border trade, the definition of the terms used and rights and obligations of the persons who deal with border trade, etc. At the meeting, recommendations from the sectors were accepted that will improve the content substantially in compliance with the regulations and the laws of Lao PDR which was key to the draft for the further discussion to be submitted for endorsement by the government.
The meeting was conducted successfully as expected and its outcome was highly valuable and it will be used as a reference for management of border trade throughout the country. The meeting also reached consensus on the draft decision and instructed the consultation committee to follow the make recommendations of the meeting and make additional revisions in order to comply with the real situation and related regulations.
