Decision on Transit of Controlled Goods through Lao PDR, No. 1238/TF.DIMEX defines details of goods movement via border conditions, transit operator, composing documents, documents submission, and consideration of authorities. The require documents are listed below:

1.      Request letter for transit of controlled goods;
2.      Buying-selling agreement between seller in the country of origin and buyer in the country of destination;
3.      Enterprise registration certificate of transit operator;
4.      Certificate of annual custom payment or other evidence of annual custom payment;
5.      Invoice and packing list (signed by seller);
6.      Certificate of transferred ownership right from the goods owner to the transit operator;
7.      Goods transit through international border guarantee agreement with Customs Department, Ministry of Finance.

In addition, the decision includes information on consideration period and validity on Transit of Controlled Goods Permission for 6 month and possible extension of 3 months before its expiry but not exceeding 9 months in total.

Legal documents enter into force after publication 15 days on Lao PDR Official Gazette. In other words, 15 days from 2 July 2015, this Decision is effective on 17 July 2015.
