Subject: List of Business Activities Reserved for Lao Nationals (revised / C 02-2015)
- Pursuant to Article 13 of the Decision on Wholesales and Retails Business, No. 1005/MOIC.DTD, dated 22 May 2015;
- Pursuant to Para 1 (content of document) of Notification Letter from the Domestic Trade Department, No. 0515/DTD.MDP, dated 17 June 2015;
- Pursuant to the Request Letter from the Permanent Secretary Office of the Bank of Lao PDR on the inclusion of a Pawnshop Business into the List of Business Activities Reserved for Lao Nationals, No. 685/PSO, dated 16 October 2013
In order to preserve some important and crucial business activities for Lao nationals in operating businesses, creating jobs, generating sustainable incomes for a better standard of living, Ministry of Industry and Commerce (based on the research and requests from relevant agencies) notifies the amendment of some Business Activities in List C 01-2013 into List C 02-2015 to relevant stakeholders for information and implementation as follows:
1. Business Activities Reserved for Lao Nationals are types of businesses that are long-operated by Lao people and tribes, which are business activities that do not require high level of knowledge or big amount of capital for doing business or some business activities that the government has an aim to reserve because they are important, crucial or unique for the nation and always being together with Lao people in order to create jobs, create incomes and for a better standard of living for Lao people. Lao nationals are natural persons described in the Law of Nationality;
2. The List of Business Activities Reserved for Lao Nationals (revised / C 02-2015) attached herewith;
3. An approval or a business registration for a person or an entity that is not in accordance with this notification is regarded as not valid. A violator will be responsible in front of the law;
4. Related parties or agencies must have detailed and clear legislation applied to all items of business activities reserved for Lao nationals to facilitate the implementation.
5. During a period of implementing this notification, if any party or agency finds the incompliance and would like to add or subtract any business activities from this List they can notify the Ministry of Industry and Commerce for an amendment and issuance additional notification;
6. This Notification replaced the Notification No. 1590/MOIC.DTD, dated 26 August 2013 on The List of Business Activities Reserved for Lao Nationals.
This notification is for information and strict implementation.
