In order to effectively enhance the strictness of the management of forestry, timber business, timber exploitation, timber industry and sale-purchase of timber according to laws and regulations as well as to prevent, anti and resolve timber issues, Prime Minister of the Lao PDR issued an Order on Enhancing Strictness on the Management and Inspection of Timber Expoliotation, Timber Movement and Timber Business No. 15/PM, dated 13 May 2016.
The Order stipulates that Ministries, relevant agencies and local authorities at all level to increase attention and accountability on taking actions, rights and responsibilities according to laws and regulations particularly on timber management, timber exploitation, timber movement and timber business aspect.
Log, big sawed timber, general sawed timber, spited wood, root, stump, branch, perennial plant, ornamental plant exploited from natural forest that aim to export overseas, including approved projects but have not been implemented are now strictly bar for export. They are required to be processed according to the Decision No. 2005/MoIC.DOIH, dated 28 September 2015. In addition, it also bars the transit of illegal timbers and forestry products from overseas to transit through Lao PDR territory to third country.
The Order became effective since 13 May 2016. The other issued Orders, Decisions, Notifications, legal documents, and local regulations against this Order are officially null.
