Subject: Fuel Quality Inspection Procedures at Department of Standard and Measure, Border Checkpoint, Warehouse, Fuel Station and Fee Collection Procedures of the Fuel Quality Inspection

-    Pursuant to Decision of Minister of Science and Technology ref no. 0659/MOST, dated 14 Aug 2015 on Organization and Function of Department of Standard and Measure.

-    Pursuant to Notification of Government Office ref no. 324/GO.SD, dated 3 March 2016.

-    Pursuant to Notification of Minister of Science and Technology ref no. 0396/MOST, dated 28 June 2016.

-    Pursuant to Fuel Price Composition ref no. 0570/DTD.PM, dated 3 June 2016.

Permanent Secretary Office (PSO), Ministry of Science and Technology is pleased to inform you that in order to implement the meeting’s decision between Department of Standard and Measure, Lao Fuel and Gas Association, and Fuel Importers, Refinery and Distribution Companies held on 22 July 2016 that focused on improving the Fuel Quality Inspection Procedures. Those procedures will become into effect on 1^st August 2016, therefore, the PSO would like to notify details of such procedures as follows:

Procedures of Fuel Importation:

1.   Documentation procedures at the Department of Standard and Measure.

2.   Documentation procedures at the Border Checkpoints.

3.   Payment procedures for the Fuel Quality Inspection Fee.

4.   The inspection standards are subject to the National Standard.

Procedures of Fuel Quality Inspection at Warehouse and Fuel Station:

 1: There are two types of inspection:

-    Regular inspection based on a plan conducted once in every three month with prior notification.

-    Inspect based on complaints and customer petition.

Therefore, this is for your acknowledgement and cooperation in the implementation of the aforementioned matter.
