In order to implement and extend the Prime Minister’s Order No. 15/PM on Enhancing Strictness on the Management and Inspection of Timber Exploitation, Timber Movement and Timber Business; the relevant sectors has been highly pay attention on the implementation, for example: inspecting over-quotars of timber explotation, the exploitation of timber without permission, the explotation of timber in preserved forest, protected forest, including companies and involved persons on illegal exploitation of timbers. It is stared that in case the violation is found, there will be strict proceedings in timely with no exception and business registration will be withdrawn.
Through the inspection of the task force committee resulted that 28 factocries found located near and inside preserved forest, protected forest, and prohibited forest or planted forested. Therefore, Ministry of Industry and Commerce issued a Notification No. 2076/MOIC.DIMEX, dated 14 November 2016 to immediately remove and shut down the factories. The Notification assigns Oudomxay, Bolikhamxay, Xaysomboun, Savanhnakhet, Saravanh and Champasak Provincial Department of Industry and Commerce to coordinate with relevant provincial agencies to implement paragraph 2 point 6 of the Notification of the Prime Minister No. 1345/PMI.DS, dated 7th September 2016 and the authorities shall notify the factory owners to acknowledge and cooperate on the implementation as follows: 1) The Provincial Department of Industry and Commerce shall appoint provincial committee (if the province used to have a committee to improve factories in the past, this committee shall carry on this tasks); 2) The Provincial committee shall make a memorandum with factory owners to cease their business operation and remove their factories in accordance with the government’s decision by increasing the dissemination of laws and relevant regulations to factory owners; 3)
The Provincial Department of Industry and Commerce shall notify the withdrawal of business registration, factory license and other permissions in accordance with laws and relevant regulations. The Provincials Department of Industry and Commerce shall report the progress of this implementation every Friday to Ministry of Industry and Commerce (Department of Industry and Handicraft) until it is successfully implemented. The removal and shutting down of 28 factories shall be done by December 2016.
