Training session on “Export Control on Dual-Use Goods” was organized on 21-25 November 2016, at Landmark Hotel by Department of Import and Export jointly with EU CBRN CoE Project 47. The meeting was chaired by Mrs. Manivone Vongxay, Deputy Director General of Department of Import and Export, with the attendance of Mr. Bryan Fornari, Head of Department of Development Cooperation, EU Delegation to Lao PDR. The meeting was participated by 35 import-export authorities.
The objective of this meeting is to raise awareness on the export control of goods that tend to be risk for dual-use such as: chemical substances, minerals those emit radiations and others, which could be developed into weapon. The training was also opened for discussion and sharing experience on managing the export of risky goods of countries under EU P2P Program on Export Control of Dual-Use Goods Project and it is a result of a discussion on defining priority activities on 4-5 April 2016, which agreed that capacity building is one of the project’s priority.
Due to one of the elements caused rebellion around the world is the accession of goods, materials, devices, or technologies those can be developed into weapons. In response to that, the United Nation Securities Council had issued the Resolution 1540 to control risky goods.
Mrs. Manivone Vongxay stated “Even through the export control on dual-use goods might not have direct association with Lao PDR, but Lao PDR has numbers of industrial factories that manufacture and utilize these type of goods especially chemical substances. Thus, Lao PDR is a transit country and link with numbers of countries so it is possible that Lao PDR will be used for the movement of risky goods in particularly chemical substances and fertilizer, which could be used as element for explosive through transit”.
For this reason, the Lao government is highly pay attention to support and adopt laws and regulations to strictly control and manage this type of goods including list of prohibited goods for export, Law on Chemicals and others.
At the training, the EU CBRN CoE experts had presented about background, the need to consider and prioritize the management system for the export control of dual-use goods. The participants were actively paid attention to the presentation and raised questions for clarification and exchange their experience with the experts.
