Order
On Temporary Suspension for Disinfection Spray Treatment of Vehicle entering into Territory of Lao People’s Democratic Republic

- Pursuant to Live stock and Veterinary Law No 03/NA, dated 25 July 2008;
- Pursuant to Plant Protection Law No 06/NA, dated 9 December 2008;
- Pursuant to Notice of Prime Minister Office No 1809/POM, dated 17 November 2016;
In the past, disinfection spray treatment of vehicles entering into Lao People’s Democratic Republic (PDR) was the essential measure to prevent, protect and reduce the risk of spreading of pests and diseases transmitted by vehicles imported from foreign country to Lao PDR.
In order to ensure the measure is effective and based on technical principle,
Minister of Agriculture and Forestry issues the following order:
1. Temporarily suspend any disinfection spray treatment at border check points for general type of vehicles, which do not transport animal, animal product or plant, plant product until receiving official announcement from the Ministry of Agriculture and Forestry for its resumption;
2. The disinfection spray treatment shall be applied only for the Vehicles that transport animal, animal product or plant, plant product entering into Lao PDR, based on technical principle.
3. Stop collecting fee for the disinfection spray treatment of every type of vehicle traveling into Lao PDR ( general type of vehicles and vehicles used to transport animal, animal product or plant, plant product);
4. During the period of temporary suspension, the Department of Agriculture and the Department of Livestock and Fishery in coordination with Provincial and Vientiane Capital Agriculture and Forestry Offices shall actively take actions as follows:
4.1. Plant Quarantine inspector and Veterinary officer working at border check point shall continue to implement the inspection of animals and plants as per their mandate prescribed in the Law and regulations;
4.2. Disinfection equipment shall be continually maintained in good condition.
4.3. The Border check point which does not meet the standard for operation of vehicle disinfection shall develop the project proposing for authorization from higher competent authority.
4.4. Budget plan shall be developed for purchasing disinfection chemical and other necessary expense prepared for emergency response in case of any outbreak of pest or disease.
5. The Department of Agriculture and the Department of Livestock and Fishery shall closely monitor, evaluate the risk and survey the outbreak of pest or disease in other countries nearby, regional and global situation. If the disinfection measure is deemed to be necessary for general type of vehicles, the announcement shall be issued only by the Ministry of Agriculture and Forestry.
6. The Department of Agriculture and the Department of Livestock and Fishery, Provincial and Vientiane Capital Agriculture and Forestry Offices, Animal-Plant Quarantine border checkpoints shall strictly implement this Order. If any constrain or problem is encountered during their operation, they shall be promptly reported to the Minister and Vice Ministers of Agriculture and Forestry.
7. This Order is effective from the date of its signature.
