Notification

To:    Customs Department

Subject:   Suspension of the Permit for Import for Re-export of Vehicle and Fuel as being stipulated in the Minister’s Decision No. 0462/MOF dated 14  March 2003.

-    Pursuant to the Customs Law No. 04/NA dated December 20, 2011, and Amended Customs Law No 57/NA dated 24 December 2014.

-    Pursuant to the decree of the Prime Minister No. 80/PM dated 28 February 2007 on the organization and function of the Ministry of Finance.
-    Pursuant to the Ministerial Decision on collection of fixed fee for the import of some goods for re-export No 0462/MoF dated 14 March 2003.

Through the implementation of the Ministerial Decision No 0462/MoF dated 14 March 2003 on collection of fixed fee for the import of some goods for re-export it creates some potential revenue collection for customs sector. At the same time, in current situation it can be seen that the management of import of goods and items for re-export particularly petroleum and vehicles has insufficiently mechanism.

Minister of Finance issues the notification as the followings:

1.  The Customs department shall suspend an issuance of import for re-export license for petroleum and vehicles as mentioned in the Ministerial Decision No 0462/MoF dated 14 March 2003 until such regulation is successfully improved.

2.  As for other goods except petroleum and vehicles the Customs Department can continue to execute based on the Ministerial Decision No. 0462/MoF dated 14 March 2003.

3.  The Customs Department shall coordinate with relevance sectors to strictly manage and monitor the import of goods for re-export in order to prevent tax avoidance, conceal and domestic distribution.
