Notification

To: - Department of Customs, Ministry of Finance.

     - Border Checkpoints across the country.

Subject: The complete termination of the import for export permit for vehicles, fuel, and Fuel for transit purpose.

  • Pursuant to the Law on Customs No. 04/NA, dated 20th December 2011 and the amended on some articles version No. 57/NA, dated 24th December 2014.
  • Pursuant to the Prime Minister’s Decree No. 80/PM, dated 28th February 2007 on the Organizational Structure and Activity of the Finance Ministry.
  • Pursuant to the Finance Minister’s Decision No. 0462/MOF, dated 14th March 2003 on the collection of net fees for some products, utilities for re-export purpose
  • Pursuant to Notification of the Government’s Office No. 140/GO.SO, dated 25th January 2017.

To assure the collection of customs and tax to be transferred to the Government’s budget and the management of the strategic import of vehicles and fuel to be precise and coherent with Laws and principles.

Vice Prime Minister, Minister of Finance issues a Notification:

  1. Department of Customs terminates the import for export permit for vehicles, fuel as specified in the Decision of the Finance Minister No. 0462/MOF, dated 14th March 2003 and the Notification No. 4485/MOF, dated 23rd December 2016.
  2. LS Import and Export Company limited, Sichanthong Import and Export Company limited and other companies stop the past-approved import for export permit for fuel. The Lao International Freight Forwarder Company and other companies stop their business operation on the import for transit service of fuel in the past. For regulations on International transit management of fuel, Ministry of Finance shall collaborate with concerned parties to improve the aforementioned regulation accordingly.
  3. For the sales of Fuel stand along the Mekong River, Customs sector shall work with Tax, Industry and Commerce and other relevant sectors to check its technical standards in operating the business. Any customs and tax evasion cases found shall be terminated.
  4. The import of vehicles and fuel must conduct customs and tax clearance through International border checkpoints only, the import through local and traditional checkpoints should be completely banned.
  5. Department of Customs shall work with relevant sectors to disseminate, bring up the management, monitor, check, and implement strictly.
  6. This Notification becomes effective after the date of signature. All principles, regulations that are against this Notification shall be terminated.

Therefore, this is for your information and strict implementation accordingly.
