The Ministry of Agricultural and Forestry of the Lao PDR (MAF) and the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China had agreed on the Protocol on Plant Inspection and Quarantine Requirements for Exporting Rice from Lao PDR to the People's Republic of China. The protocol aims to ensure the safety of export rice from Lao to China as well as to ensure the safety of agriculture production forestry industry and ecological of China.
There are measures and requirements before exporting rice to China as follow:
- MAF shall adopt integrated pest prevention and control measures for the quarantine pests of concern to China in the rice growing areas.
- MAF shall carry out the investigation on Tragoderma granarium Everts, Cryptolestes pusilloides (Stee et Howe), Prostephanus truncates (Horn) in rice processing factories and installed traps in rice processing factories.
- In processing, storage, and transportation processes of rice, MAF shall take protective measures to prevent rice from mildewing or being mixed with soil particles, plant residues, weed seeds and impurities.
- The packing places and packaging processes for rice to China shall be kept clean and free of harmful biological infection. The packing boxes for rice to China shall be marked “ To the People’s Republic of China” in both Chinese and English. Rice variety, processing factory, name of exporter, registration code and address of related enterprise shall be identified.
- Prior to export, MAF shall conduct the inspection, undergo fumigation treatment and quarantine of rice to ensure that rice for export to China is free of live insects. Then, MAF shall issue the plant quarantine certificate and the official fumigation certificate for rice that meets the requirements of this protocol.
In addition, the procurement process is a necessary procedure for business operators to be aware in their operations as it relates directly to the return on business operations. Details and conditions for buyers and sellers must be properly understood and clearly stated for instance: The identification of place, the destination of rice, the type and quantity of the purchase agreement, the time and conditions of delivery, the quality inspection, the conditions of payment and the distributions.
