Department of Import and Export (DIMEX), Ministry of Industry and Commerce (MOIC) has issued a Notification on Cancellation of Export License of Rough Diamond (white paper) and Enhancement of Import and Export of Rough Diamond Inspection Committee No. 3749/DIMEX.IEMD, dated 15 August 2018. This notification aims to reduce procedures for complementary documents. For the previous implementation, there were many procedures for complementary documents, the export of rough diamonds was based on 02 licenses: 1) Export license (white paper) and 2) Kimberley Process Certificate from DIMEX. Currently, DIMEX has issued this notification to cancel Export License of Rough Diamond (white paper) and rough diamond exporters can use the KPC Certificate (Kimberley Process Certificate) only. In the other hand, polished diamond exporters still based on 02 licenses.
The KPC certificate consists of three sets: 01 original version (attach while exporting) and 02 copied version (01 copy for DIMEX and 01 copy for an entrepreneur). In addition, there is the enhancement of import and export of polished diamond inspection committee, for instance, DIMEX from MOIC and Customs Department from Ministry of Finance. This enhancement aims to inspect and record when importing or exporting diamonds.
This notification will be effective on September 01st,2018 onward.
