Instruction

On stop inspecting roadside checkpoint and improvement of the management of immigration and foreigner

 

To: The Department of Peace, Department of Police and Provincial and District        

       Peace and Security Committees throughout the country

Subject: On stop inspecting roadside checkpoint and improvement of the Management of

       immigration and foreigner

 

  • Pursuant to the resolution of the government meeting held on 24-25 January 2011.

In order to implement of resolution of the government meeting to become properly organized as a practice

 

Minister of Public Security issues the Instruction as following:

 

  1. All provincial Departments, and Provincial- District Peace and Security Committees stop setting up regular checkpoint along national roads. The reason for this is creating the obstacle for citizen, the movement of goods is not flow and in additional, there have been impediments to the Peace and Security Committees who deal with the duties.
  2. For the technical inspection to prevent, prosecute illegal things must to implement regularly. Regarding to the inspection that could check with the specific target that are reliable sources of the information and in order to conduct the inspection that should have system, well organize and implement in the appropriate location.
  • To inspect vehicle in the urban area must be check at the police station as specified by the ministry-province. Do not inspect as many stations without permission.
  1. For the management of foreigners who have work without permit license, married and so on that must to do routine inspection by turning the work with strictly implementation. Assigned the Foreigner Management Committee at central, provincial and district levels continuing to supervise the implementation with reasonable cases, to ensure that no going to handle with unwanted situation; the practice should be start by education, promised function, fines and prosecution as appropriate with case scenario. For foreigners who illegally immigrate that must follow the President’s Ordinance and strictly return to the original country.
  2. Increase the management system on personnel Enter-Excite immigration regarding to be oriented and convenience; do not allow to entering-exciting the country in illegal points (reckless) by coordinating with high disciplines of each sector. Strictly improving leadership structure- enhancing the discipline at each of the immigration check points.
  3. Closely attention to the management inspection the official-combatants who has the duties at the Enter-Excite points and inspect for specific targets, avoid the official-combatants using their duties in wrong direction. In case of something wrong it must be solve the issue immediately.  
  • Assigned to the Director General of the General Department, the Director General, and the Chief of the General Staff in the Ministry; the Chief of the General Staff in the Public Security at the Province-District organized staffs, deeply  adjust, modify the work based on this guidance strictly.
