Notification

 To: Head of Department of Agriculture at the provincials, Capital and relevant Sectors across the country.

 Subject: The phytosanitary conditions for passion fruit exportation from Lao PDR to Kingdom of Thailand

 

  • Pursuant to the Plant Protection and Plant Quarantine Law No. 013/NA, dated 15 November 2016;Pursuant to the Minister’s Decree on the Organization and Implementation of Ministry of Agriculture and Forestry No.3825/MOAF, dated 18th May 2017. Pursuant to the Official Letter of Department of Agricultural of the Kingdom of Thailand No. AC 0914/1722, dated 3 July 2018. 

 

 

The Department of Agriculture Issues the Notification as follow:

  1. Exporters must be obtain the permit license on import passion fruit from the Department of Agriculture of the Kingdom of Thailand;
  2. Export passion fruit from the Lao PDR to the Kingdom of Thailand must be transported through the designated international checkpoints;
  3. The area of production must be a commercial production system and be located within the territory of the Lao PDR through the processing of Good Agricultural Practices (GAP);
  4. Submitted registration of exporters, manufacturers and packaging houses in accordance to the Notification No. 2313/DOA, dated 08 November 2016;
  5. The packaging system for exporting passion fruit to the Kingdom of Thailand requires Standard Operating Procedure (SOP);
  6. Documentation storage system for subsequent inspection and evaluation on further exportation;
  7. For packaging and marking, especially packaging materials and cartridges must be new every time for export and International Standards for Phytosanitary Measures (ISPMs);
  8. The export packages are prohibited to contain any soil or other materials such as leaves, seeds, and other parts that impact Thailand’s quarantine requirements;
  9. Paper type packaging materials must specify details such as: country name, exporting company name, plant export name, packing house number and manufacturer;
  10. In the package must be printed "Export to Thailand";
  11. Every export must have the original plant sanitary certificate (SPS) issued to the National Plant Protection Organization (NPPO) of the Lao PDR;
  12. Every SPS Certificate must be printed The consignment of passion fruit has been produced and prepared for export in accordance with the condition for import of passion fruit from Lao PDR to Thailand Additional Declare on SPS Certificate;
  13. Once the product reaches the checkpoint of the Kingdom of Thailand, the quarantine authority will conduct the inspection of the product to confirm the validity of the document and inspect the plant inspect in accordance with the regulations;
  14. The inspection of Thai authority is to be randomly sample: if the goods is less than 1000 units shall be randomly collected for 450 samples (depending on the set of goods packaging and the export packaging), but if more than 1000 units are selected that shall be randomly collected for 600 samples;
  15. The passion fruit package must be free from any insecticide in the Kingdom of Thailand but if detected in the goods, the specimen will be sent to laboratory for testing which will wait for the results.
  16. After importation, the technical team from Thailand will be monitor, evaluate the transport system of the Lao PDR where the exporter is responsible for all costs during the evaluation and periodic inspection;
  17. The Provincial, Capital of Agriculture Sector must report on the implementation of export of passion fruit and other plants or goods to the Department of Agriculture every quarterly, semiannually;
